【摘要】:我国上市机场是我国机场业的典型代表,在我国众多的机场当中,它们之所以能够上市,与其较高的运营管理水平密不可分,然而通过研究可以发现,处在经济转型期的我国上市机场在商业开发、业务流程运作、规模建设布局、技术引进开发等方面存在一定的不足,我国上市机场的资源利用效率存在较大的改善空间。通过对我国上市机场运营效率进行科学评价,找出制约我国上市机场运营效率的影响因素,这对改善我国上市机场运营效率具有重要意义,同时也可以为我国其他机场进行效率评价和提升运营效率起到一定的启示作用。 本文综合比较了多种研究效率的评价方法,建立了一套基于机场运营效率评价的投入产出指标体系,,提出了一个基于改进的中立交叉效率评价模型,在投入产出视角下对我国上市机场的运营效率运用中立交叉数据模型进行了综合分析与评价。研究结果表明:在这六家上市的机场里面它们的技术效率值都处在一个比较高的水平,特别是浦东机场和宝安机场技术效率值达到了1,这表明这几家机场在目前的技术限制条件中运用投入资源获得产出的能力是比较强。在综合效率方面,浦东机场和宝安机场也是最高,这说明这两家上市机场的投入产出效率非常高,在高水平的运营管理下机场资源得到了有效的配置,实际生产经营的效果与模型最佳的投入产出结果相当接近。另外四家上市机场的技术效率虽然也处于一个比较高的水平,但由于受到规模效率的影响,技术效率存在提升的空间。 基于我国上市机场运营效率的评价结果,本文提出了我国上市机场提升运营效率的对策,具体包括以下四个方面的内容:科学规划建设规模,完善基础设施条件;优化作业流程,加强机场运行管理;完善经营管理模式,提升专业化运营水平;加强技术引进,鼓励自主技术创新活动。这些对策建议可以为我国上市机场的决策者制定机场的发展规划、提升机场的运营管理水平提供可靠的参考依据,同时也可以为我国其他机场进行效率评价和提升运营效率起到一定的启示作用。
[Abstract]:China's listed airport is a typical representative of China's airport industry in our country, many of the airports, they can be listed, and the higher management level are inseparable, but it can be found that during the economic transition of China's listed airport in business development, business process operation, the layout of construction scale, the introduction of technology development and there are some shortcomings, the efficiency of China's listed airport resource has a large room for improvement. Based on China's listed airport operation efficiency evaluation, to find out the factors restricting the operation efficiency of listed airports in China, which is of great significance to improve China's listed airport operation efficiency, but also can evaluate efficiency and some inspiration to improve operational efficiency for other airports in China.
This paper compares the evaluation research on various methods of efficiency, establish a set of airport operation efficiency evaluation based on the input-output index system, put forward an evaluation model of neutral cross efficiency based on the improved operational efficiency by using neutral cross data model of the listed airport in the input and output from the perspective of a comprehensive analysis and evaluation. The results show that in the six listed airports inside their technical efficiency values are at a relatively high level, especially the Pudong airport and Baoan airport technical efficiency reached 1, which indicated that several airports in the technology of the current restrictions in the use of resources to obtain the output ability is relatively strong. In terms of efficiency, Pudong airport and Baoan airport is the highest, indicating that the two listed airport input-output efficiency is very high, in the operation and management of high level machine Field resources effectively configuration, the actual production results are very close to the input-output model of the best results. The technical efficiency of four listed the airport although at a relatively high level, but due to the impact of scale efficiency, technical efficiency of the space.
The airport operation efficiency of China's listed based on the evaluation result, this paper puts forward the countermeasures to enhance the operational efficiency of China's listed airport, including the following four aspects: scientific planning and construction scale, improve infrastructure conditions; optimize work flow, strengthening the airport operation and management; improve the management mode, to enhance the level of professional operations; strengthen the introduction of technology, to encourage independent innovation activities. These suggestions for China's listed airport decision makers development planning of the airport, to provide a reliable reference for improving the management level of the airport, but also the efficiency evaluation and some inspiration to improve operational efficiency for other airports in China.
