【摘要】:纵观人类发展历史,交通技术的每一次革新都不断推动着社会的进步,经济的发展。中国的高速铁路发展迅速,2004年经国务院审议通过的《国家中长期铁路网规划》的目标是,到2020年全国铁路运营里程达到12万公里以上,并形成“四纵四横”的高铁网络。随着高速铁路规划建设进程加快和营运能力的不断提升,我国已经进入“高铁时代”。 近几年来,越来越多的学者开始关注高速铁路对沿线城市和地区所带来的社会经济、空间形态等方面的影响作用。高速铁路如何促进相关地区社会经济发展、引导城市空间形态调整、促进产业和资源空间重组等等,成为学界普遍关注的热点。 武广高铁于2009年底正式运营,2012年10月北京-武汉-广州-深圳高铁全线贯通,衡柳铁路湖南境内衡阳东至永州段2013年12月5日开始试运行,祁东站也将成为继衡阳东、衡山西、耒阳西后衡阳的第四个高铁车站,“一城四站”在我国高铁沿线城市中是极为少见的。 本文以衡阳市为研究对象,以《湖南省统计年鉴》、《衡阳市统计年鉴》为主要数据基础,结合其他渠道收集的、具有足够可靠性的资料,采用引力模型、场强模型、对比法、多元线性回归模型等计量方法,研究武广高速铁路开通对衡阳市影响,并尝试提出进一步放大高铁正面影响的对策和建议。 本文第一部分为绪论,阐述本文的选题背景和研究意义,提出研究主要内容和文章结构,介绍研究内容和方法;第二部分主要介绍国内外学者关于高铁对沿线城市影响的研究动态;第三部分是高速铁路对城市影响的机理分析,目的是试图建立一个具有足够理论意义的分析框架;第四部分是定量评价高铁效应的尝试,通过对比高速铁路开通前后,衡阳市区位条件、铁路运输能力、各产业经济总量、结构优化等指标的变化,运用场强模型和引力模型,测度衡阳市经济辐射能力等方面的变化;第五部分是针对已有的研究结论,提出高铁背景下加快衡阳市发展的思考和对策;第六部分是本文的主要结论,创新和不足,以及研究展望。 本文认为,高铁的开通对衡阳市发展的影响广而深,将在未来一个时期不断显现。新型快速交通运输方式缩短了沿线各城市的时间距离,时空收缩效应使衡阳对外联系更为密切,对南岳衡山的旅游业拉动作用尤为显著;释放了普通铁路运输压力,促进了区域间要素交换量的提升,经济辐射和吸引能力提升显著,投资拉动效果明显,巩固和强化了衡阳市在“湘南承接产业转移示范区”中的优势地位。
[Abstract]:Throughout the history of human development, every innovation of transportation technology has been promoting social progress, economic development. The rapid development of high-speed railway China, by the State Council in 2004 passed the "national long-term railway network planning" goal is to 2020, the national railway operating mileage of 120 thousand kilometers or more, and the formation of "4th four horizontal high-speed rail network. With the process of planning and construction of high-speed railway and accelerate the operation capacity of continuous improvement, China has entered the era of high-speed rail.
In recent years, more and more scholars begin to pay attention to the high-speed railway brought along the city and the social economy in the area, effect of space form of the high-speed railway. How to promote social and economic development in related areas, to guide the city space form and space adjustment, promote industrial restructuring of resource and so on, has become a hot academic concern.
The Wuhan Guangzhou high-speed railway in 2009 at the end of the formal operation, the October 2012 Beijing - Wuhan - Guangzhou - Shenzhen high-speed rail line linking, Liu Heng railway in Hunan, east of Hengyang, Yongzhou in December 5, 2013 began trial operation, the Qidong Railway Station will also become the west of Heng Mountain, Leiyang Heng Yang Dong, Hengyang West after fourth high-speed rail station, "city four station" in China's high-speed rail along the city is extremely rare.
This paper takes Hengyang city as the research object, in the "statistical yearbook of Hunan province", "Hengyang Statistical Yearbook" as the main data base, combined with other channels to collect the reliable data, using gravity model, field model, comparative method, multivariate linear regression model and measurement method of Wuhan Guangzhou high-speed railway influence of Hengyang City, and tries to put forward the further amplification of high iron positive effects of countermeasures and suggestions.
The first part is the introduction, describes the background and significance of this paper, put forward the main research content and the structure, introduces the research contents and methods; the second part mainly introduces the research trends of domestic and foreign scholars on the impact of high-speed rail along the city; the third part is the analysis of the mechanism of the influence of city high speed railway, the purpose is to set up having a sufficient theoretical significance analysis framework; the fourth part is tried to quantitatively evaluate the effect of high iron, by comparing before and after the high-speed railway opened, Hengyang city location, the railway transport capacity, the total industrial economy, changes in the structure optimization index, using the gravity model and field intensity model, change measure Hengyang city economic radiation ability etc. the fifth part is; according to the existing research conclusion, put forward the thinking and countermeasure under the background of high iron to speed up the development of Hengyang city; the sixth part is The main conclusions of this paper, innovation and deficiency, and research prospects.
This paper argues that the effect of high-speed rail on the development of Hengyang city wide and deep, in the coming period will continue to appear. New fast transportation shortens the city along the distance of time, space and time contraction effect makes Hengyang foreign ties, tourism promotion effect on Heng Mountain is particularly significant; release common rail pressure, promote the regional elements of exchange capacity, economic radiation and significantly enhance the ability to attract investment, the effect is obvious, to consolidate and strengthen the Hengyang city in Hunan undertake industrial transfer demonstration zone in the dominant position.
