航班计划短期调整的因素分析

【摘要】：随着国内民航运输业的不断发展壮大，各航空公司机队规模的不断增长，如何更好的盈利成为各大航空公司的共同课题。航班计划是航空公司一切生产活动的基础和核心，其它任何生产计划都是围绕航班计划来制定，并为航班计划的顺利实施提供保障。而航班计划的短期调整是航班计划维护工作的重要一环。由于市场环境瞬息万变，航空公司内部的各种资源也在不断变化，由航季开始前制定的长期航班计划也会再不断地变化过程中变得不合时宜。因此，航空公司如何在不断变化的环境中制定出最有利于公司运营的航班调整方案显得尤为重要。本文以专家调查法的形式，，通过调查问卷咨询影响短期航班调整方案的因素，并在此分析的基础上，构建影响航班计划短期调整因素的指标体系。并通过采用层次分析法（AHP），建立一个4层5个一级指标、20个二级指标以及4个短期航班调整方案的综合评价体系，从市场因素、飞机维修、飞机机组、运行批复以及政府行为等角度对机型调整、时刻调整、新增航班以及取消航班等4种航班调整方案进行综合评价，以选取最优方案。本文采用专家打分法对4种调整方案进行打分，同时结合市场销售水平，最终计算出在不同销售水平下分值最高的航班计划短期调整方案。从最终的计算结果可以得到，只有在市场销售水平较低的情况下才可以采取取消航班的措施以降低成本，当市场销售水平上升后，则应主要采取机型调整（机型改大或改小）的手段为航空公司降低成本或增加收入。再结合日常工作的实际，分别计算出包含政府行为因素和不包含政府行为因素影响下的方案评价，为航空公司短期航班计划维护工作人员提供了一套合理、有效的调整方案指引。希望通过本文的分析，能够给航空公司日常短期航班调整行为提供指导性建议，降低调整行为的随意性。
[Abstract]:With the continuous development of the domestic civil aviation transportation industry and the continuous growth of the fleet size of the airlines, how to make a better profit becomes a common topic for the major airlines. Flight planning is the basis and core of all the production activities of the airlines. Any other production plan is built around flight planning and provides guarantees for the smooth implementation of flight plans. The short-term adjustment of flight plans is an important part of flight plan maintenance. The resources within the airline are also constantly changing, and the long-term flight plans drawn up before the start of the season will become anachronistic in the process of further changes. It is very important for airlines to make the most favorable flight adjustment in the changing environment. In the form of expert investigation, this paper consults the factors that affect the short-term flight adjustment scheme through questionnaire, and based on the analysis, This paper constructs the index system of influencing the short-term adjustment factors of flight plan, and through adopting the analytic hierarchy process (AHP), establishes a comprehensive evaluation system of 4 layers of 5 first-grade indexes, 20 second-class indexes and 4 short-term flight adjustment schemes, which is based on the market factors. In order to select the optimal scheme, the aircraft maintenance, flight crew, operation approval and government behavior are comprehensively evaluated to adjust the model, adjust at all times, add new flights and cancel flights. In this paper, the expert scoring method is used to score the four adjustment schemes, and at the same time, combined with the market sales level, the short-run adjustment scheme of the flight plan with the highest score at different sales levels is finally calculated, which can be obtained from the final calculation results. Cancellations of flights can be taken to reduce costs only when the market level of sales is low, and when the level of market sales rises, Then we should mainly adopt the means of model adjustment (larger or smaller) for the airlines to reduce their costs or increase their income, and then combine with the reality of their daily work. The program evaluation which includes the government behavior factor and does not include the government behavior factor separately has provided a set of reasonable and effective adjustment plan guidance for the airline short-term flight plan maintenance staff. I hope that through the analysis of this article, Can provide guidance to airline daily short-term flight adjustment behavior and reduce the randomness of adjustment behavior.
