S航空公司地面运行管理模式优化策略研究

【摘要】:中国作为当前世界上经济最活跃的区域,中国民用航空市场目前已成为全球增长最快、最重要的民航市场之一。面对中国民用航空广阔的市场前景,国内外航空公司都加大了对中国市场的开发和运力投入,积极参与中国民用航空市场的竞争。进入2011年后,中国国内高铁全面投入营运,这进一步加剧了民用航空市场的竞争。在严峻的市场环境下,国内航空公司存在枢纽建设滞后、地面运行低效率、低品质的情况,面临国内航线盈利能力下降和利用“第六航权”参与国际航空市场竞争力较弱的被动局面。在此情况下,S航对地面运行模式进行优化策略的研究具有比较重要的现实意义。 S航作为中国骨干航空公司之一,面对日益激烈的国内及国外竞争,提出了建设国际化、规模网络型航空公司的战略转型目标。S航在战略转型实施中,加快广州枢纽、提高地面运行效率是面临的主要问题之一。本文以S航为研究对象,对S航当前地面运行管理模式进行研究,通过对其运行指挥体系、运行流程和标准、信息系统建设等存在的问题进行研究,利用SMS对S航地面运行中存在的缺陷进行了分析,认为对地面运行管理模式进行优化转型是解决S航战略转型中地面运行效率低、品质低的根本措施。本文通过分析和研究,从指挥体系、流程优化、机构重组及信息系统建设四个方面提出了地面运行管理模式的优化策略;并根据提出的优化策略,结合了S航的现状,以提高S航地面运行品质和效率为目标,对优化策略的落实制订了具体实施方案,方案包括对指挥体系和地面运行机构进行优化重组,建立以服务为导向的流程和标准体系,在人力资源和培训管理方面进行创新,以及地面运行管理信息化平台(GMS)建设等内容,并对优化策略的实施保障和持续改进进行了讨论。方案实施后,可以理顺内部流程,实现了资源优化配置,提高了S航对地面运行的管控水平和运行效率,同时新的流程和标准体系也使运行品质得到稳步提升,基本达到方案的预期目标。 本文的目的是希望通过S航地面运行管理模式的研究,找出制约地面运行品质的主要因素,制订有效的优化改进策略,为S航战略转型建立一个高效、可靠的地面运行管理模式提供决策借鉴,同时为国内航空公司建立以服务为导向、高效的地面运行管理模式提供参考,以提升中国航空公司在国际市场的竞争力。
[Abstract]:As the most economically active region in the world, China's civil aviation market has now become one of the fastest growing and most important civil aviation markets in the world. Domestic and foreign airlines have increased their investment in the development and transportation capacity of the Chinese market and actively participated in the competition in the Chinese civil aviation market. After 2011, China's domestic high-speed rail system was fully operational. This has further intensified the competition in the civil aviation market. In a severe market environment, domestic airlines have lagged construction of hubs, low ground operation efficiency and low quality. In the face of the passive situation of the decline of domestic airline profitability and the weak competitiveness of the international aviation market by using "6th air rights", it is of great practical significance to study the optimization strategy of the ground operation mode. As one of the backbone airlines in China, facing the increasingly fierce domestic and foreign competition, S Airlines puts forward the strategic transformation target of constructing internationalized and large-scale network airlines. To improve the efficiency of ground operation is one of the main problems faced. This paper takes S-Navigation as the research object, studies the current ground operation management mode of S-Navigation, and through its running command system, operation flow and standard, This paper studies the problems existing in the construction of information system, analyzes the defects existing in the ground operation of S navigation by using SMS, and considers that the optimization and transformation of the ground operation management mode is a solution to the low ground operation efficiency in the strategic transformation of S navigation. Through analysis and research, this paper puts forward the optimization strategy of ground operation management mode from four aspects of command system, process optimization, organization reorganization and information system construction, and according to the proposed optimization strategy, Combined with the current situation of S-Navigation, with the aim of improving the quality and efficiency of the ground operation of S-Navigation, the implementation of the optimization strategy is formulated, which includes the optimization and reorganization of the command system and the ground operation organization. Establishing a service-oriented process and standard system, innovating in human resources and training management, and building a GMS platform for ground operation management, etc. The implementation guarantee and continuous improvement of the optimization strategy are discussed. After the implementation of the scheme, the internal process can be straightened out, the optimal allocation of resources can be realized, and the level of control and operation efficiency of the ground operation of S Airlines is improved. At the same time, the new process and standard system also improve the quality of operation steadily, basically reach the expected goal of the program. The purpose of this paper is to find out the main factors that restrict the ground operation quality through the research of the ground operation management mode of S, to establish an effective optimization and improvement strategy, and to establish an efficient strategy for the transformation of S navigation strategy. The reliable ground operation management model can provide reference for domestic airlines to establish a service-oriented and efficient ground operation management model in order to enhance the competitiveness of Chinese airlines in the international market.
