基于人本理念的湖南内河航运管理创新研究

【摘要】：内河航运安全，关系到广大人民群众生命财产安全，也关系到人民群众的根本利益。内河航运管理工作的好坏，关系到政府的执政情况，也关系到社会的稳定。进入21世纪，我国内河航运面临着不可多得的机遇，也面临着严峻的挑战。湖南省内河航运管理在立足国家对外开放与发展水运大背景下，努力进行航运开发与建设，经历了不少改革与转型。但是，内河航运是不断发展的，加之国内外环境的不断变化，内河航本理念缺失、基础设施落后、从业人员素质不高、管理队伍不强、管理手段落后等问题，，这些问题制约了湖南省航运管理水平的提高。本文基于人本理念对湖南省内河航运管理创新进行研究，首先从人本理念下内河航道管理概述入手，对人本理念、内河航运、航运管理等进行概念界定，并依据治理理论和可持续发展理论对内河航运的地位和作用以及内河航运对人本理念的价值诉求理中存在的人本管理缺乏、管理条件滞后、管理成效较低、管理队伍不强、管理手段落后等问题，并指出传统思维束缚、法制建设滞后，资金投入不足、执法管理缺位是造成以上问题的原因。同时，针对湖南省内河航运管理中存在的问题，选取国内外内河航运管理发达地区管理的实例进行分析，总结其管理的经验，提出引入人本理念、开展联合执法、加大资金投入和开发与保护兼顾的启示。在此基础上，结合湖南省内河航运管理的实际提出湖南内河航运管理创新应坚持的“3L”原则、“3S”原则和“3E”原则，并提出转变内河航运管理理念认识；健全内河航运管理法律法规；加强内河航运执法队伍建设；提高内河航运管理科技含量；建立内河航运管理预警系统；加大内河航运基础设施投入等人本理念下湖南省内河航运管理的具体路径选择。
[Abstract]:The safety of inland water navigation is related to the safety of the lives and property of the broad masses of the people, as well as to the fundamental interests of the masses. The management of inland water navigation is related to the governance of the government and to the stability of the society. In 21th century, The inland waterway shipping in our country is faced with rare opportunities as well as severe challenges. Under the background of opening up to the outside world and the development of waterway transportation, Hunan inland river shipping management makes great efforts to carry out shipping development and construction. However, the inland waterway shipping is developing constantly, and the environment at home and abroad is constantly changing, the concept of inland navigation is lacking, the infrastructure is backward, the quality of the practitioners is not high, and the management team is not strong. These problems restrict the improvement of shipping management level in Hunan Province. This paper studies the innovation of inland waterway management in Hunan Province based on humanism. Firstly, it defines the concept of humanism, inland waterway shipping, shipping management and so on, starting with the overview of inland waterway management under the human-oriented concept. And according to the position and function of governance theory and sustainable development theory to inland river shipping and the value appeal theory of inland river shipping to the people-oriented concept, the humanistic management is lacking, the management condition is lagging behind, the management effect is low, and the management team is not strong. It is pointed out that the reasons for these problems are the shackles of traditional thinking, the lagging of legal system construction, the insufficient investment of funds and the absence of law enforcement management. At the same time, the problems existing in the management of inland river shipping in Hunan Province are pointed out. This paper selects the domestic and foreign inland waterway shipping management developed area management example to carry on the analysis, summarizes its management experience, proposes to introduce the humanism idea, carries on the joint law enforcement, increases the fund investment and the development and the protection balanced enlightenment. Combined with the actual situation of Hunan inland river shipping management, this paper puts forward the "3L" principle, "3s" principle and "3e" principle that should be adhered to in the innovation of Hunan inland river shipping management, and puts forward to change the understanding of inland river shipping management idea, perfect the laws and regulations of inland river shipping management. Strengthen the construction of inland water shipping law enforcement team; improve the scientific and technological content of inland river shipping management; establish the early warning system of inland water navigation management; increase the investment of inland water shipping infrastructure and other people under the concept of Hunan Province inland water shipping management specific path choice.
