城市轨道交通PPP项目特许投资商风险管理研究

【摘要】：随经济不断进步,城市市民对交通出行的需求和要求不断提升,因此城市轨道交通事业蓬勃发展。但由于城市轨道交通项目建设及运营投资巨大,使得多地政府受财政资金预算限制而无力推进,公私合作(PPP)模式成为了解决这一问题的有效途径。PPP模式为私营资本进入城市轨道交通基础设施建设提供了契机,但特许投资商对于城市轨道交通PPP项目的风险管理存在许多问题。因此,论文对城市轨道交通PPP项目特许投资商的风险管理进行研究具有实际意义。论文在大量阅读文献的基础上,结合专家访谈与案例分析,识别出城市轨道交通PPP项目实施中,与特许投资商密切相关的53个风险因素,并按照其内在结构规律分为政治、金融、法律与社会、市场、合同、协调管理及建设运营7个类别,并采用小范围预调查对53个风险因素进行筛选和梳理,检验内部一致性和结构效度,建立信度效度良好的,包含51个主要风险因素的正式问卷,并进行151份问卷进行调查,根据正式调查结果对51个主要风险因素进行主成分提取并重命名,将二级风险因素精简至15个。最后论文建立了城市轨道交通PPP项目特许投资商风险评价指标体系,并提出采用熵权与可拓评价法结合的综合评价方法对项目风险进行评估,而后对实际案例进行分析,并根据评估结果对关键风险提出控制措施。论文的研究有助于特许投资商全面深入地理解城市轨道交通PPP项目风险,并有针对性的进行控制,同时也可为政府相关部门及高校学者研究城市轨道交通PPP项目风险分配机制提供参考。
[Abstract]:With the development of economy, the demand and requirement of urban residents for transportation is increasing, so the urban rail transit is booming. However, due to the huge investment in the construction and operation of urban rail transit, The PPP model has become an effective way to solve this problem. PPP model provides an opportunity for private capital to enter urban rail transit infrastructure construction. However, there are many problems in the risk management of urban rail transit (PPP) project by the franchisor. Therefore, it is of practical significance to study the risk management of the concessionaire of the urban rail transit (PPP) project in this paper. On the basis of reading a lot of literature, combined with expert interviews and case analysis, the paper identifies 53 risk factors closely related to franchisees in the implementation of PPP project of urban rail transit, and divides them into politics according to its internal structure law. Financial, legal and social, market, contract, coordination management and construction and operation seven categories, and the use of small-scale pre-survey of 53 risk factors to screen and comb, to test internal consistency and structural validity, to establish a good reliability and validity, A formal questionnaire consisting of 51 major risk factors and 151 questionnaires were conducted. According to the results of the formal survey, 51 major risk factors were extracted and renamed. The second level risk factor is reduced to 15. Finally, the paper establishes the risk evaluation index system of the concession investor of urban rail transit (PPP) project, and puts forward a comprehensive evaluation method combining entropy weight and extension evaluation method to evaluate the project risk. Then the actual case is analyzed, and the key risk control measures are proposed according to the evaluation results. The research in this paper is helpful for franchising investors to fully understand the risk of urban rail transit PPP project and control it. At the same time, it can also provide reference for government departments and university scholars to study the risk allocation mechanism of urban rail transit PPP project.
