公路工程监理项目投标报价风险与策略方法的研究

【摘要】：我国自2000年实行工程监理招投标制以来，经过十年的深入发展，其运行机制不断完善，程序逐渐规范。目前“在中国境内进行的大型基础设施、公用事业等关系社会公共利益、公众安全的项目、全部或者部分使用国有资金投资或者国家融资的项目、使用国际组织或者外国政府贷款、援助资金的项目”都必须通过投标来取得，各监理单位每年都要投几十甚至上百个标，积累了丰富的投标经验。随着国民经济的飞速发展，在基础建设方面尤其是交通基础设施的建设的发展进展迅速，近几年来，国家政府每年投入的交通基础设施的建设资金都超过了两千亿元，从而使公路建设尤其是高等级道路或高速公路的建设得到了蓬勃发展。自上世纪我国公路建设接受世行贷款修建干线公路实施监理制度以来，近30年的时间也已经形成了一套有中国特色的工程监理运作模式，基本形成了开发、竞争的监理市场格局。公路建设监理投标已经成为监理单位获取公路建设监理项目的重要来源之一，研究投标报价策略，并根据公路建设监理的特点和招标文件的要求，，编制科学、合理、可行的报价，争取高中标率，已经成为监理单位经营战略的重中之重。
