长春市出租车行业政府规制研究

【摘要】：中国的出租车行业随着社会经济的发展进入了快速发展时期,行业的蓬勃发展为经营者带来利润的同时也为民众创造了更多的便利。但对于长春市的出租车行业来说,由于历史、地区等因素,使得该行业的发展存在一定的特殊性。公众对于出租车越来越高的期望与行业发展的相对滞后形成了矛盾的双方；另外对于出租车经营者来说,行业面临的内外环境越来越复杂；对于行业规制者来说,行业发展暴露出的问题使出租车行业的规制一度成为社会和公众关注的焦点。相较于以往,政府部门面临了更多的压力。所以发现长春市出租车行业的问题、找出相应的对策成为了本文探讨的主题。文章首先回顾了国内外对于出租车行业规制的理论及经验,在详细阐述规制理论的前提下提出政府规制存在的必要性。在对规制理论的介绍中,进行了分类阐述,并对公共利益理论、部门利益理论以及俘获制理论进行了详细的介绍,并分析出租车行业政府规制的必要性。接下来文章对出租车行业进行了全面分析,介绍行业属性以及行业定位,并跟据规制理论提出出租车行业的规制依据,然后对出租车行业的规制方式及手段进行分析。文章中对于长春市出租车行业的政府规制研究主要从准入规制、价格规制和质量规制三方面进行,并提出相应的规制建议。在对长春市准入规制进行研究时采用了数量对比分析以及需求数量回归分析的方法。在研究价格规制时,通过对比东北三省四市的出租车价格后,针对长春市出租车实际情况,提出两项出租车运价改革方案,从而达到调整出租车定位、缓解供求矛盾以及均衡行业利润的目的。并在质量规制方面建议吸取国内外先进城市行业经验,全面提升长春市出租车行业的整体服务水平。
