建设服务型政府背景下广西海事现代化建设研究

【摘要】:随着经济建设的发展,我国一举成为世界第二大经济体,随而提供到国际货运市场的货源还会不断增加,必将进一步刺激造船业、航运经济的发展。海事管理机构承担着水上安全监管的主要任务,经过几次水监体制改革,使海事职能更加理顺,事业得以发展。但是,由于社会发展进程错综复杂,水上交通安全的供需出现新问题,海事发展在某些领域出现了不少新矛盾;而且随着海事体制改革的深入,一些新矛盾和新问题还成为海事事业进一步发展的瓶颈。在建设服务型政府的背景下,如何以科学发展观为指导,围绕“让航行更安全、让水域更安全”的宗旨积极开展广西海事现代化建设,进而驱动海事的科学发展,直接关系到广西海事发展和服务经济社会的能力。 广西海事现代化建设直接关系到自身的长远发展和人民群众的切身利益,影响到地方经济的快速发展,关系到国家和政府的形象。加快广西海事现代化建设是落实科学发展观、服务和促进经济社会发展的必然要求,是深化体制改革、加快职能转变的迫切要求。建设广西海事现代化的首要问题和关键问题是建设服务型海事,建不成服务型海事就谈不上海事现代化。 本文在建设服务型政府的背景下,通过对当前广西海事现状的分析研究,利用公共服务管理、服务型政府理论等相关知识,探索如何借鉴国内外海事建设的成功经验,理性分析广西海事的现状和存在的问题及原因,进而分析服务型政府对广西海事现代化建设的重要意义,并围绕海事现代化建设目标,就如何加强发展战略研究,指导广西海事现代化建设;如何转变海事管理理念,加强服务型海事建设,牢固树立主动服务意识;如何创新服务模式和手段,提高海事监管和服务的现代化水平;如何坚持人才兴局战略,加强现代化海事服务队伍建设,增强海事发展后劲;如何坚持特色发展,加强广西海事服务文化建设,为海事现代化建设提供有利的公共环境;如何处理好现代化建设中的几个决定性关系进行研究,进而推动广西海事局逐步成为在全国海事系统中“队伍精干、装备精良、管理科学、富有特色、充满活力”的一流海事局,实现海事现代化。
[Abstract]:With the development of economic construction, China has become the second largest economy in the world, and the supply of goods to the international freight market will continue to increase, which is bound to further stimulate the shipbuilding industry. With the development of shipping economy, the maritime management agency is responsible for the main task of water safety supervision. After several water supervision system reforms, the maritime function has been more straightened out and the cause has been developed. However, due to the complexity of the social development process, New problems have emerged in the supply and demand of maritime traffic safety, and many new contradictions have emerged in some areas of maritime development. Moreover, with the deepening of the reform of the maritime system, Some new contradictions and new problems have also become the bottleneck of the further development of maritime affairs. Under the background of building service-oriented government, how to take the scientific development view as the guide, and revolve around "making navigation safer," The aim of making the waters safer is to carry out the modernization construction of Guangxi maritime affairs actively, and then to drive the scientific development of maritime affairs, which is directly related to the development of Guangxi maritime affairs and the ability of serving the economy and society. Guangxi's maritime modernization is directly related to its long-term development and the vital interests of the people, and affects the rapid development of the local economy. Speed up the modernization of Guangxi maritime affairs is the inevitable requirement of carrying out the scientific development view, serving and promoting the economic and social development, and deepening the system reform. The most important problem and key problem in the construction of Guangxi maritime modernization is the construction of service-oriented maritime affairs, and if the service-type maritime affairs are not built, the maritime modernization will not be possible. Under the background of the construction of service-oriented government, through the analysis and study of the current maritime situation in Guangxi, and using the relevant knowledge of public service management and service-oriented government theory, this paper explores how to learn from the successful experience of maritime construction at home and abroad. The present situation, existing problems and reasons of Guangxi maritime industry are analyzed rationally, and the significance of service-oriented government to Guangxi maritime modernization construction is analyzed, and the study on how to strengthen the development strategy is carried out around the goal of maritime modernization construction. How to change the concept of maritime management, strengthen the service-oriented maritime construction, firmly establish the consciousness of active service, how to innovate the service mode and means, and how to improve the modernization level of maritime supervision and service; How to persist in the strategy of revitalizing the bureau by talents, strengthen the construction of modern maritime service team and strengthen the stamina of maritime development, how to persist in the characteristic development, strengthen the construction of Guangxi maritime service culture, and provide a favorable public environment for the modernization of maritime affairs; How to deal well with several decisive relations in the modernization construction and how to promote the Guangxi Maritime Administration to gradually become the "team of lean, well-equipped, scientific and characteristic management" in the national maritime system, Full of vitality of the first-class maritime bureau, to achieve maritime modernization.
