环渤海地区通航运营企业发展战略研究

【摘要】:近年来,随着我国社会经济的发展及低空空域管理改革的推进,国内开始出现大量通用航空运营企业。本文研究遵循经典的战略管理研究方法,针对环渤海地区通用航空企业发展的共性问题,为通航运营企业的发展以及战略制定提供一种参考和可借鉴的思路。本文介绍了环渤海地区特殊的地域性特点、基本情况等,接受国内外通用航空发展概况,通过建立通航发展要素模型,预测本地区市场发展前景,这是通航运营企业发展的依据和目标。在此基础上,梳理国通航运营企业经营发展中的困境与问题,研究了环渤海地区通航运营企业的发展现状,利用PEST、五力模型和SWOT分别对环渤海地区通用航空运营企业发展的总体环境、行业环境和内部环境进行分析,在制定企业发展战略上,一是注意选择差异化的道路,二是采取核心竞争力战略,在众多的行业业务形态中,根据自身条件和业务竞争激烈度、利润率等精心选择,提高通用航空器利用率,三是国际化或合资合作战略,考虑引入合作者或战略投资者,扩充资金实力,提高管理水平和技术水平,增强竞争力,等等。 为了实现企业发展战略,企业当细化其职能战略,提出通航运营企业的风险管理战略、市场战略、人才资源战略和财务经营战略,并营造良好的企业文化。为了保障战略实施,企业的组织架构、资源配置应该和企业战略相适应。在企业战略控制中,正视企业战略实施中可能发生的“失效”情况,正确看待,积极应对,前期加强沟通,后期可转移战略,以保障战略执行与外界环境的变化相适应,或者通过航空器资产变现、融资租赁等实现最大化的保值等。
[Abstract]:In recent years, with the development of China's social economy and the promotion of low-altitude airspace management reform, there are a large number of general aviation operators in China. In view of the common problems in the development of general aviation enterprises in Bohai Rim region, this paper provides a kind of reference for the development and strategy formulation of navigation operation enterprises. This paper introduces the special regional characteristics and basic conditions of Bohai Rim region, etc. Accept the general situation of domestic and foreign aviation development, establish the model of navigable development elements, predict the development prospect of the local market, this is the basis and goal of the development of the navigable operation enterprises. On this basis, This paper combs the difficulties and problems in the operation and development of national navigation operation enterprises, studies the current situation of the development of navigation and operation enterprises in Bohai Rim, and makes use of pest, five-force model and SWOT respectively to study the overall environment for the development of general aviation operation enterprises around Bohai Sea. The industry environment and internal environment are analyzed. In formulating the enterprise development strategy, one is to pay attention to choosing the road of differentiation, the other is to adopt the strategy of core competitiveness, according to their own conditions and the intensity of business competition in many business forms of the industry. The third is the strategy of internationalization or joint venture, considering the introduction of partners or strategic investors, expanding the capital strength, improving the management level and technical level, enhancing competitiveness, and so on. In order to realize the enterprise development strategy, the enterprise should refine its function strategy, and put forward the risk management strategy, the market strategy, the talent resource strategy and the financial management strategy of the navigable operation enterprise. In order to ensure the implementation of the strategy, the organizational structure and resource allocation of the enterprise should be adapted to the enterprise strategy. In the control of the enterprise strategy, the "failure" situation that may occur in the implementation of the enterprise strategy should be faced squarely. The correct view, the positive response, the early stage strengthening the communication, the later stage may transfer the strategy, in order to guarantee the strategy implementation to adapt to the outside environment change, or through the aircraft assets realization, the finance lease and so on realizes the maximization value and so on.
