我国高速公路产业组织研究

【摘要】:高速公路投融资体制改革有力推动了高速公路产业的发展,使其成为一个独立的产业系统,在国民经济发展过程中发挥着越来越重要的支撑作用。但身处变革之中的高速公路产业也面临着一系列深层次矛盾,主要体现在高速公路产业组织有效竞争格局亟待构建、高速公路企业自组织能力缺乏、运行效率低下等方面,严重制约着高速公路产业组织的创新能力。在此背景下,优化高速公路产业组织便成为当务之急。基于此,本文在构建SSCP(市场结构、产权结构、企业行为、市场绩效)理论分析框架基础之上,系统地研究高速公路产业组织问题,以期完善我国高速公路产业组织理论,进一步推动高速公路产业的发展。 论文共分为7章,研究内容主要围绕高速公路产业组织而展开,大致可以分为三部分: 第一部分是高速公路产业组织SSCP理论框架的构建,主要包括:(1)通过研究梳理产业组织理论和高速公路产业现状,引出SCP范式分析高速公路产业加入产权结构的必要性;(2)在此基础上,引入产权结构变量,建立SSCP理论框架,为研究高速公路产业组织奠定理论基础。 第二部分是高速公路产业组织的具体分析,主要包括三章内容:(1)结合传统市场结构理论,基于高速公路产业区域性特征,提出科学评价我国高速公路产业市场结构指标,进一步分析影响高速公路企业行为的重要因素——产权结构演变趋势;(2)在论述高速公路企业行为影响因素及行为特征演进基础上,分析高速公路企业组织调整行为的形式及缺陷,提出培育自组织能力措施,并阐述高速公路企业非市场化行为表现及影响;(3)从静态和动态两个角度分析高速公路产业效率,建立经营绩效与市场结构、产权结构多元回归模型,并进行实证分析。 第三部分是高速公路产业组织的优化建议,主要包括:(1)研究高速公路产业组织优化目标模式,在分析高速公路产业有效竞争内涵基础上,进行量化评价,并提出相应建议以构建高速公路产业有效竞争格局;(2)针对高速公路产业存在的问题,从市场结构、产权结构、企业行为和政府规制四个方面提出优化措施及建议。 通过研究,,论文指出我国高速公路产业属于极端寡占型市场结构,具有高度垄断特征;高速公路企业自组织能力缺乏,通过实施产业催化政策,发挥企业“主观能动作用”,培育自组织能力;高速公路产业经营绩效与市场结构正相关,与产权结构负相关;高速公路产业有效竞争状况虽不理想,但逐步趋于合理。
[Abstract]:The reform of the expressway investment and financing system has effectively promoted the development of the expressway industry, making it an independent industrial system. In the process of national economic development, it plays a more and more important supporting role. However, the expressway industry is also facing a series of deep-seated contradictions in the process of transformation, which is mainly reflected in the urgent construction of the effective competition pattern of the expressway industry organization. The lack of self-organizing ability and low operational efficiency of expressway enterprises seriously restrict the innovation ability of expressway industrial organization. Under this background, optimizing expressway industrial organization becomes an urgent task. Based on the theoretical analysis framework of SSCP (market structure, property right structure, enterprise behavior, market performance), this paper systematically studies the problem of expressway industrial organization in order to perfect the theory of expressway industry organization in China. Further promote the development of expressway industry. The thesis is divided into seven chapters, the research content mainly revolves around the expressway industry organization, can divide into three parts roughly:. The first part is the construction of the theoretical framework of expressway industrial organization (SSCP), which mainly includes: 1) combing the theory of industrial organization and the current situation of expressway industry. On the basis of analyzing the necessity of the expressway industry to join the property right structure, this paper introduces the property right structure variable, establishes the SSCP theory frame, and lays a theoretical foundation for the study of the expressway industry organization. The second part is the concrete analysis of expressway industry organization, which mainly includes three chapters: 1) combining with the traditional market structure theory, based on the regional characteristics of expressway industry, the paper puts forward scientific evaluation indicators of expressway industry market structure in China. On the basis of discussing the influencing factors and the evolution of behavior characteristics of expressway enterprises, the paper analyzes the forms and defects of the organization and adjustment behavior of expressway enterprises, based on the further analysis of the important factors that affect the behavior of expressway enterprises-the evolution trend of property rights structure. This paper puts forward the measures of cultivating self-organizing ability, and expounds the performance and influence of non-market-oriented behavior of expressway enterprises from static and dynamic angles, analyzes the efficiency of expressway industry, establishes a multi-regression model of management performance, market structure and property right structure. And carries on the empirical analysis. The third part is the optimization suggestion of expressway industry organization, including: 1) study the target mode of expressway industrial organization optimization, and carry out quantitative evaluation on the basis of analyzing the connotation of expressway industry effective competition. It also puts forward corresponding suggestions to construct the effective competition pattern of expressway industry. Aiming at the existing problems of expressway industry, the paper puts forward the optimization measures and suggestions from four aspects: market structure, property right structure, enterprise behavior and government regulation. Through the research, the paper points out that the expressway industry of our country belongs to the extreme oligopoly market structure, has the high monopoly characteristic, the freeway enterprise self-organization ability lacks, through the implementation industry catalyzes the policy, The performance of expressway industry is positively correlated with market structure and negatively correlated with property right structure. Although the effective competition situation of expressway industry is not ideal, it tends to be reasonable step by step.
