昆明市轨道交通运营监管研究

【摘要】：城市轨道交通系统因为有独立的路权,从而具有比其它城市交通工具更加显著的准点、安全、舒适、快捷的特点,在解决城市拥堵问题、调整城市功能布局、改善人居环境等方面具有显著的优势,为此,近年来已日益成为包括昆明市在内,国内各大城市优先发展的城市交通运输方式,并呈现出方兴未艾的发展态势。加快城市轨道交通系统建设,能为城市带来显著的社会效益,推动公共交通行业的发展,符合城市交通可持续发展的方向,有利于节能减排基本国策的落实。但由于发展时间短和城市轨道交通自身所特有的系统复杂性、技术复杂性,使得如何强化城市轨道交通运营监管的问题日益凸显。本文从政府监管的基本理论入手,论证城市轨道交通运营行业强化政府监管的必要性,根据昆明市的现状分析研究,结合国内外城市轨道运营监管的经验,提出下一步如何完善昆明城市轨道交通运营行业监管工作的政策思路。本文共分为五章。第一章首先阐述了选题的背景和国内外对政府规则研究的现状;其次是提出了本文的研究方法和研究内容及技术路线。第二章提出了轨道交通运营政府监管的理论和政策概述。主要是根据公共产品和外部性理论,阐述了城市轨道交通运营行业引入政府监管的必要性,其次是指出了该行业监管的特点、内容及方法;第三章阐述了昆明城市轨道交通运营的现状,指出了存在的问题,对形成的原因进行了分析;第四章阐述了国内外典型城市的监管经验;第五章针对如何进一步加强昆明市城市轨道交通运营监管,提出了相关的对策建议。
[Abstract]:Because the urban rail transit system has independent road rights, it has more prominent characteristics of punctuality, safety, comfort and speed than other urban vehicles. It solves the problem of urban congestion and adjusts the layout of urban functions. The improvement of the human settlements environment has significant advantages. As a result, in recent years, it has increasingly become a priority urban transportation mode for major cities in China, including Kunming. Accelerating the construction of urban rail transit system can bring remarkable social benefits to the city, promote the development of public transport industry, and conform to the direction of sustainable development of urban transportation. This is beneficial to the implementation of the basic national policy of energy saving and emission reduction. However, due to the short development time and the unique system complexity and technical complexity of urban rail transit, This paper starts with the basic theory of government supervision, and demonstrates the necessity of strengthening government supervision in urban rail transit operation industry. According to the current situation of Kunming City, this paper analyzes and studies the problem of how to strengthen the supervision of urban rail transit operation. Combined with the experience of domestic and foreign urban rail operation supervision, This paper is divided into five chapters. The first chapter describes the background of the topic and the current situation of the research on government rules at home and abroad. Secondly, the research methods, contents and technical route of this paper are put forward. The second chapter puts forward the theory and policy overview of the government supervision of rail transit operation, mainly according to the theory of public goods and externality. This paper expounds the necessity of introducing government supervision into urban rail transit operation industry, and then points out the characteristics, contents and methods of this industry supervision, the third chapter expounds the present situation of Kunming urban rail transit operation, and points out the existing problems. The reasons for the formation of the analysis; chapter 4th describes the supervision of typical cities at home and abroad experience; chapter 5th on how to further strengthen the supervision of urban rail transit operation in Kunming City, put forward the relevant countermeasures and suggestions.
