【摘要】:近年来,内蒙古自治区充分发挥资源优势和区位优势,实现了经济的跨越式发展。位于内蒙古自治区中部地区的锡林郭勒盟,具有丰富的煤炭资源、矿产资源、畜牧业资源和旅游资源,而且具有地处华北、东北、西北交汇地带的地理优势,周边京津冀和东北地区的发展以及国家西部大开发政策也为其发展提供了良好的契机。但锡林郭勒盟属于边疆少数民族地区,历史上作为一个以发展畜牧业为主的地区,自然条件比较艰苦,交通路网密度小、数量少、等级低,薄弱的交通基础设施成为制约经济社会发展的重要因素,所以加快交通基础设施建设,提供与区域社会经济发展相适应的交通运输网,就成为发展中一项迫切的任务。 锡林浩特至张家口高速公路锡林浩特至桑根达来段公路(以下称“本项目”)是内蒙古自治区和锡林郭勒盟为加快交通基础设施建设而规划的一条重要公路。本项目起点位于锡林浩特市,,向北可通往二连浩特和珠恩嘎达布其两个陆路口岸,连接欧亚国际经济区,向南在桑根达来处与内蒙古省际通道(S105线)相交,终点接在建的桑根达~宝昌~三号地高速公路,进而与河北省境拟建的张(张家口)~石(石家庄)高速公路三号地至张北段相接,是通往石家庄、北京、天津等地最便捷的主干线,承担全盟70%以上的公路运输任务,是内蒙古中部地区的纵向快速公路通道,也是区域重要的省际出口公路。本项目的实施将打通锡盟通往华北、东北地区和天津港、秦皇岛港的公路快速运输通道,增加锡盟地区的出口通道数量和等级,进一步完善区域路网结构,加快项目所在区域的资源开发,改善投资环境,促进沿线地区社会经济持续快速发展。 本文首先对项目所在区域社会经济、交通运输、自然条件等状况进行了的详细调查与研究,同时依据项目影响区域社会经济发展现状及规划、交通发展规划及交通量预测结果,研究了项目建设的必要性,并结合路网现状和路网规划,提出了项目的路线方案、建设规模和技术标准。对项目进行经济评价和工程环境影响分析是本文的重点内容,经济评价分国民经济评价和财务评价两部分。国民经济评价采用“有项目”和“无项目”情况对比法来确定拟建项目的费用与效益,财务评价则通过对项目资金投入和收费收入的比较研究,分析项目的盈利能力和偿还能力。工程环境影响分析了本项目对自然生态、水、空气、声和社会环境等方面的影响,并针对不利影响提出了相应的保护措施。 综上所述,通过对项目区经济、社会和交通的调查、分析与预测,结合经济评价和工程环境影响分析,可以得出结论,本项目的建设是必要且可行的。
[Abstract]:In recent years, the Inner Mongolia Autonomous region has made full use of its advantages in resources and location and has realized the leap-forward development of its economy. The Xilingol League, located in the central part of the Inner Mongolia Autonomous region, is rich in coal and mineral resources. Animal husbandry resources and tourism resources, and they have the geographical advantages of being located in the intersection of North, Northeast, and Northwest China. The development of the neighboring Beijing-Tianjin-Hebei and northeastern regions and the national policy of developing the western region also provide a good opportunity for its development. But the Xilingol League belongs to the frontier minority areas and has historically been a region dominated by the development of animal husbandry. The natural conditions are relatively difficult, the traffic network density is small, the quantity is small, the grade is low, the weak transportation infrastructure becomes the important factor which restricts the economic and social development, therefore speeds up the transportation infrastructure construction, It is an urgent task to provide transportation network suitable for regional social and economic development. Xilinhaote to Zhangjiakou expressway Xilinhaote to Sanghendalai section of the highway (hereinafter referred to as "this project") is the Inner Mongolia Autonomous region and the Xilingol League to speed up the construction of transport infrastructure planning an important highway. The starting point of the project is located in the city of Xilinhaote. To the north, it leads to the two land ports of Erlianhaote and Chun Gadabu, connected to the Eurasian International Economic Zone, and to the south at Sangandalai and the Inner Mongolia Provincial Crossing Line S105), and ends with the Sangenda-Baochang ~ 3 Expressway, which is under construction. And then connecting with the section of Zhangjiakou ~ Shi (Shijiazhuang) Expressway from the third section of the Zhangjiakou ~ Shi (Shijiazhuang) Expressway to the northern section of Zhangjiazhuang, which is the most convenient main line leading to Shijiazhuang, Beijing, Tianjin and other places, it undertakes more than 70% of the road transportation tasks of the whole Union. It is a longitudinal expressway corridor in the central part of Inner Mongolia, and is also an important interprovincial export highway in the region. The implementation of this project will open up the highway express transportation corridor from Ximeng to North China, Northeast China, Tianjin Port and Qinhuangdao Port. We should increase the number and grade of export channels in Ximeng region, further improve the structure of regional road network, speed up the development of resources in the region where the project is located, improve the investment environment, and promote the sustained and rapid development of social economy in the areas along the route. Firstly, this paper makes a detailed investigation and research on the social economy, transportation and natural conditions of the region where the project is located, and at the same time, according to the status quo and planning of the social and economic development in the region affected by the project, Traffic development plan and traffic volume forecast result, the necessity of project construction is studied, and the route scheme of the project is put forward according to the current situation of road network and road network planning. Construction scale and technical standard. Economic evaluation and environmental impact analysis of the project are the key contents of this paper. The economic evaluation is divided into two parts: national economic evaluation and financial evaluation. The national economic evaluation adopts the comparative method of "with projects" and "without projects" to determine the costs and benefits of the proposed projects. On the other hand, the financial evaluation analyzes the profitability and repayment ability of the project through a comparative study of the project capital input and fee revenue, and analyzes the impact of the project on the natural ecology, water, air, sound and social environment, and on the environmental impact of the project. The corresponding protective measures are put forward in view of the adverse effects. To sum up, through the investigation, analysis and prediction of the economic, social and traffic in the project area, combined with the economic evaluation and environmental impact analysis of the project, we can draw a conclusion that the construction of the project is necessary and feasible.
