蒙西地区发展高速铁路的探析与研究

【摘要】:铁路最早问世于十九世纪初的英国,是人类历史上第一项公共交通工具。在二十世纪汽车出现前,这中间铁路一直是陆上交通运输的主要力量。在我国,铁路不仅是重要的交通运输工具,而且是国民经济的中坚力量,同时也是重要的基础设施,对经济发展和人民生活有着非常重要的作用。改革开放后,我国的铁路建设取得了非常大的成绩,为国民经济的发展做出了重要贡献,但是铁路购票紧张的现象仍然存在,节假日购票紧张的问题时有发生,尤其是每年的春运期间这种现象更加严重。因此,修建高速铁路,加快高铁建设步伐,已经变得势在必行。在我国,随着高铁建设的不断发展,“四纵四横”的铁路快客通道已经形城,六大城际快客系统也已实现,到2020年,我国铁路将再次基础上形成新的铁路网络效应,这将较大地影响目前的交通格局。地处我国北部边疆的内蒙古自治区,在行政区域规划上是我国的少数民族自治区,在资源环境方面又是我国的煤炭、稀土等能源的集中地。而以“呼包鄂”三市为核心与引擎,辐射带动阿拉善、乌兰察布、巴彦淖尔和乌海四盟市形成的内蒙古“西部经济区”,无论是在资源、经济总量,还是在人均生产总值方面,都扮演着内蒙地区的重要角色。但是交通运输的不畅通,尤其是铁路网络滞后于全国铁路网络的现状,严重制约了蒙西地区经济的发展。无疑,在蒙西地区修建高铁,对于加快人才交流、促进物资流通、降低物流成本等都将起到积极的作用。本文在梳理铁路发展历史和我国高铁现状的前提下,重点从蒙西地区地理、环境、人口、资源、经济发展状况等几个方面研究蒙西地区高铁建设的必要性和可行性,进而通过比较分析、定性定量、层次分析、抽样分析、归纳演绎等多种研究方法进行探析与研究,总结蒙西地区高铁初步建成后为该地区经济发展、人民生活水平等方面带来的影响和变化,进而展望蒙西地区高铁网络进入成熟期后,对于蒙西地区自身、以及内蒙古全区,乃至全国的经济发展都会有非常重要的意义。
[Abstract]:It was the first public transport vehicle in the history of mankind in the early 19th century. Before the automobile appeared in the 20th century, the railway was the main force of land transportation. Railway is not only an important means of transportation, but also a backbone of the national economy, and also an important infrastructure, which plays a very important role in economic development and people's livelihood. China's railway construction has made great achievements and made important contributions to the development of the national economy. However, the phenomenon of railway ticket shortage still exists. Especially during the Spring Festival transportation every year, this phenomenon is even more serious. Therefore, it is imperative to build high-speed railway and speed up the construction of high-speed railway. In our country, With the continuous development of high-speed rail construction, the "four vertical and four horizontal" railway passenger passageways have formed a city, and the six major inter-city fast passenger systems have been realized. By 2020, China's railways will once again form a new railway network effect on the basis. This will greatly affect the current traffic pattern. The Inner Mongolia Autonomous region, which is located on the northern border of China, is the autonomous region of the ethnic minorities in our country in terms of administrative planning, and it is also the coal of our country in terms of resources and environment. The concentration of rare earths and other energy sources. And with the three cities of "Hubao and E" as the core and engine, radiation has led to the formation of Inner Mongolia's "Western Economic Zone" by the four cities of Alashan, Ulaanchab, Bayannur and Wuhai, whether in terms of resources or total economic volume. Still, in terms of per capita GDP, they all play an important role in Inner Mongolia. But the lack of smooth transportation, especially the fact that the railway network lags behind the national railway network, has seriously restricted the economic development of the western region of Mengxi. The construction of high-speed railway in Mengxi area will play a positive role in speeding up the exchange of talents, promoting the circulation of materials and reducing the cost of logistics. Under the premise of combing the history of railway development and the present situation of high-speed rail in China, this paper will focus on the geography of the region of Mengxi. This paper studies the necessity and feasibility of high-speed rail construction in Mengxi region from the aspects of environment, population, resources and economic development, and then through comparative analysis, qualitative and quantitative analysis, hierarchical analysis, sampling analysis, Induction, deduction, and other research methods are analyzed and studied to sum up the impact and changes brought about by the initial completion of high-speed rail in the region for the economic development and the living standards of the people in the region. Further, it is of great significance for the economic development of the region, Inner Mongolia and even the whole country, after the high-speed rail network in Mengxi region enters the mature period.
