我国民航业“节能减排”的投资效率——基于超效率DEA模型的评价及分析

【摘要】：评价我国民航业"节能减排"投资效率,总结节能减排工作的缺陷及改进方向和措施,能够为推动我国民航业绿色发展、提高节能减排效果、实现节能减排目标以及有效制定节能减排治理政策提供科学依据。通过构建不同类型实施单位、不同项目类别的投入产出指标体系及基于超效率DEA模型的我国民航业"节能减排"投资效率评价模型,对我国中南和华北地区民航业节能减排项目的投资效率进行评价。结果表明,大部分民航节能减排项目没有达到相对有效,应该从强化技术应用能力和提升组织管理能力入手改善我国民航节能减排效率低下的问题。
[Abstract]:Evaluating the investment efficiency of "energy saving and emission reduction" in China's civil aviation industry, summing up the defects of energy saving and emission reduction work and improving direction and measures can promote the green development of China's civil aviation industry and improve the effect of energy saving and emission reduction.To achieve the goal of energy saving and emission reduction and effective formulation of energy conservation and emission reduction governance policy to provide scientific basis.By constructing the input-output index system of different types of implementing units and different project categories and the evaluation model of "energy saving and emission reduction" investment efficiency of China's civil aviation industry based on super-efficiency DEA model, this paper proposes a new model to evaluate the investment efficiency of civil aviation industry.This paper evaluates the investment efficiency of civil aviation energy saving and emission reduction projects in central and northern China.The results show that most of the civil aviation energy saving and emission reduction projects are not relatively effective, so we should improve the low efficiency of civil aviation energy saving and emission reduction by strengthening the technical application ability and enhancing the organization and management ability.
