民航危险品运输培训内容优化及效果评估体系研究

【摘要】:危险品培训是危险品安全运输的重要保证。确保危险品培训具有良好的培训效果,也是在为危险品安全运输做准备,把握好危险品运输的第一关。根据《危险品安全航空运输技术细则》的规定,需要进行危险品培训的人员一共有十二类人员,每年需要培训的危险品从业人员的人数都在增加。航空公司和机场的危险品培训工作一般是通过内部培训或交由外部培训机构来进行的,这样公司或机构每年在危险品培训上的花费都较大。在花费了大量的人力和物力后,如何评判危险品培训是否有效是个难题。大多企业只是通过简单的问卷调查和知识考核来检验危险品培训是否有效,这种较低层次的评估没有办法充分说明评估的有效性。因此建立一个系统科学的危险品培训效果评估体系是很有必要的。本文从理论与实践相结合的角度出发,通过对危险品培训过程的观察以及与危险品专家的交流,分别对托运人、安检和地面处理人员、机组人员三类人员的培训内容进行优化,以期达到提高危险品培训有效性的目的。并以柯氏四级评估模型为基础,建立了危险品培训效果评估体系,按照危险品培训效果评估体系的指标选取原则和步骤,通过文献分析法、观察法和专家咨询等方法确立了各级指标,并对各指标的涵义进行了阐释,运用层次分析法对各级指标进行权重分配,然后通过模糊综合评估法来进行综合评估。最后,确定了各级指标的评估方法。并通过实证分析来证实该体系的实用性和可行性。本文对危险品培训效果评估体系的建立做了尝试性的探索,希望能通过该体系促进危险品培训的发展,使危险品培训能最大程度上的发挥其效用。
[Abstract]:Dangerous goods training is an important guarantee for the safe transportation of dangerous goods. Grasp the first pass for the transport of dangerous goods. According to the Technical rules for the safe Transport of dangerous goods by Air, there are a total of 12 categories of personnel who need to be trained in dangerous goods. The number of dangerous goods practitioners in need of training is increasing every year. Dangerous goods training for airlines and airports is generally carried out through internal training or by external training institutions. In this way, companies or institutions spend a lot of money on dangerous goods training every year. After spending a lot of manpower and material resources, How to judge the effectiveness of dangerous goods training is a difficult problem. Most enterprises only use simple questionnaires and knowledge assessment to test whether dangerous goods training is effective or not. Therefore, it is necessary to establish a systematic and scientific evaluation system for the effectiveness of dangerous goods training. By observing the dangerous goods training process and communicating with dangerous goods experts, the training contents of the shippers, security inspection and ground handling personnel and crew members are respectively optimized. In order to improve the effectiveness of dangerous goods training, a dangerous goods training effect evaluation system was established based on the evaluation model of four grades of dangerous goods, and the principles and steps were selected according to the index of dangerous goods training effect evaluation system. Through the methods of literature analysis, observation and expert consultation, the index at all levels is established, and the meaning of each index is explained, and the weight distribution of the index at all levels is carried out by using the analytic hierarchy process (AHP). Then the fuzzy comprehensive evaluation method is used to carry out the comprehensive evaluation. Finally, The evaluation methods of indicators at all levels are determined, and the practicability and feasibility of the system are verified by empirical analysis. This paper makes a tentative exploration on the establishment of the evaluation system for the training effect of dangerous goods. Hope to promote the development of dangerous goods training through this system, so that dangerous goods training can maximize its effectiveness.
