公路物流低碳发展的关键影响因素分析及推进策略研究

【摘要】:低碳公路物流是在低碳经济背景下产生的一种现代化物流模式,它要求在发展经济的同时,综合考虑资源消耗和对环境造成的影响。作为十大振兴产业之一,物流业是能源消耗大户,消耗的能源是以油料非再生能源为主,而公路物流是消耗能源最多的一种物流方式,公路物流企业能源消耗量随着规模扩张和经济增长呈现不断上升变化,由此引起的温室气体排放量也在逐渐增加,高温室气体排放量使公路物流业成为节能减排的关键点。 本文主要围绕我国公路物流低碳发展进行研究,在界定低碳公路物流概念和特点的基础上,分析低碳公路物流的发展现状,并找出存在的问题及原因,进一步分析公路物流业高碳排放的影响因素,并通过构建层次分析模型得出各个因素对公路物流低碳发展的影响程度,在此基础上研究公路物流低碳发展的推进策略。本文研究的主要内容包括: 首先,根据低碳经济的概念和发展要求,阐述了低碳公路物流的内涵和特点,对比分析了低碳公路物流与绿色公路物流的关系。 其次,对我国低碳公路物流的发展现状、发展过程中存在的问题及原因进行了分析,对公路物流业历年和未来发展的碳排放进行了测算,研究得出公路物流业低碳化发展是物流业发展的必然趋势。 再次,运用鱼骨图分析法得出公路物流企业高碳排放的14个相关影响因素,采用层次分析法(AHP)分析当前情况下影响公路物流低碳发展的关键因素,按照重要度依次是:低碳物流财税支持、替代能源应用水平、公路物流低碳技术、公路物流低碳标准、公路物流信息化水平、低碳物流金融服务、低碳物流法律法规、公路物流资源整合、公路物流组织管理、节能型公路运输装备、物流行业低碳监管、低碳意识、公路基础设施、低碳物流人才。 最后,基于我国低碳公路物流发展中存在的问题,以及公路物流低碳发展关键影响因索分析的基础上,研究公路物流业低碳化运营的推进策略,提出构建“以企业为主体,政府引导,行业监督”的运营模式,是实现公路物流低碳发展的有效途径。
[Abstract]:Low-carbon road logistics is a kind of modern logistics mode produced under the background of low-carbon economy. It requires comprehensive consideration of resource consumption and environmental impact while developing economy. The logistics industry is a major consumer of energy consumption, and the energy consumed is mainly oil non-renewable energy, while road logistics is one of the most energy-consuming logistics methods. With the expansion of the scale and economic growth, the energy consumption of highway logistics enterprises is increasing, and the resulting greenhouse gas emissions are also gradually increasing. The high greenhouse gas emissions make the road logistics industry become the key point of energy saving and emission reduction. Based on the definition of the concept and characteristics of low-carbon highway logistics, this paper analyzes the current development of low-carbon road logistics, and finds out the existing problems and reasons. Further analysis of the road logistics industry high carbon emission factors, and through the establishment of AHP model to determine the impact of each factor on the road logistics low-carbon development, The main contents of this paper are as follows:. Firstly, according to the concept and development requirements of low-carbon economy, this paper expounds the connotation and characteristics of low-carbon highway logistics, and analyzes the relationship between low-carbon highway logistics and green road logistics. Secondly, the paper analyzes the current situation, problems and causes of the development of low-carbon highway logistics in China, and measures the carbon emissions of the highway logistics industry in the past years and in the future. It is concluded that the low-carbonization development of road logistics industry is the inevitable trend of logistics industry development. Thirdly, using fishbone map analysis to get 14 related factors of high carbon emission in highway logistics enterprises, and using AHP to analyze the key factors that affect the low-carbon development of road logistics. The order of importance is: low carbon logistics finance and tax support, alternative energy application level, road logistics low carbon technology, road logistics low carbon standard, highway logistics information level, low carbon logistics financial service, low carbon logistics laws and regulations, Road logistics resources integration, highway logistics organization and management, energy-saving road transport equipment, low carbon logistics industry supervision, low carbon awareness, road infrastructure, low carbon logistics personnel. Finally, based on the existing problems in the development of low-carbon road logistics in China and the analysis of the key influence factors of the development of road logistics, the paper studies the promotion strategy of low-carbon operation of road logistics industry, and puts forward the construction of "enterprise as the main body." The operation mode of government guidance and industry supervision is an effective way to realize the low-carbon development of highway logistics.
