【摘要】: 近年来,随着我国高速公路的快速发展,吉林省高速公路事业取得了长足发展,呈现出持续、协调、快速发展的良好态势。但对于高速公路的管理,吉林省和国内其他省份一样存在着许多复杂的矛盾和问题,既有国内各省普遍存在的管理通病,也有吉林省自身的特点和问题。解决吉林省高速公路管理中存在的问题,不仅可以加快吉林省高速公路管理科学化、规范化,克服现行管理中存在的弊端,而且可以为全国实现高速公路管理体制最终的统一提供有价值的参考。 本文立足于解决吉林省高速公路管理中面临的问题,利用理论联系实际、借鉴与创新相结合,比较性研究与规律性研究相结合的方法,对吉林省高速公路管理现状进行总结和分析,指出当前吉林省高速公路管理中存在的问题和原因。最后在前面总结、分析、论述的基础上,对原有的管理模式提出了改革的设想,提出了新的管理模式,即:第一,成立高速公路国有资产管理委员会,明确产权主体和经营管理主体;第二,改革高速公路建设体制,高速公路建设职能划归省高管局,实行项目代建制;第三,调整机构设置,改过去的线性化管理为区域化管理,减少管理层次,精简机构,增加管理幅度,提高管理的效率;第四,建立全省统一收费帐户,建立科学的拆分帐制度,实现对经营性企业的有力监管;第五,推进养护市场化改革,从内部养护市场化模拟入手,逐步放开高速公路养护市场,实现良性竞争和高效率;第六,将交警部门负责的交通安全职能划归高管局,与路政部门合并成立综合执法大队,统一负责高速公路的交通安全和路政执法,精简人员,提高效率。通过一系列具体改革措施实施,有力地推动地吉林省高速公路管理水平的提高。
[Abstract]:In recent years, with the rapid development of expressway in our country, Jilin Province highway cause has made great progress, showing a good situation of sustained, coordinated and rapid development. There are many complicated contradictions and problems in Jilin Province, like other provinces in China. There are common problems in the management of Jilin Province, but also the characteristics and problems of Jilin Province itself, so as to solve the problems existing in highway management in Jilin Province. It can not only speed up the scientific and standardized highway management in Jilin Province, but also provide a valuable reference for realizing the ultimate unification of highway management system in the whole country. Based on solving the problems in highway management in Jilin Province, this paper combines the theory with practice, the combination of reference and innovation, the combination of comparative research and regularity research. This paper summarizes and analyzes the present situation of highway management in Jilin Province, and points out the existing problems and reasons in highway management in Jilin Province. Finally, on the basis of the previous summary, analysis and discussion, This paper puts forward a tentative plan for the reform of the original management mode, and puts forward a new management model, that is, first, the establishment of the expressway state-owned assets management committee to clarify the main body of property rights and management, second, the reform of the highway construction system, The function of highway construction is assigned to the provincial executive bureau, implementing the project agent system; third, adjusting the organization setting, changing the past linearization management into the regionalization management, reducing the management level, streamlining the organization, increasing the management range and improving the management efficiency; Fourth, the establishment of a unified toll account in the province, the establishment of a scientific split account system, and the realization of effective supervision over the operating enterprises; fifthly, to promote the market-oriented reform of maintenance, starting with the marketing simulation of internal maintenance, Gradually liberalize the expressway maintenance market to achieve healthy competition and high efficiency; sixth, assign the traffic safety functions of the traffic police department to the executive management bureau, and merge with the highway and administrative departments to set up a comprehensive law enforcement brigade. It is unified in charge of highway traffic safety and highway administration law enforcement, streamlining personnel and improving efficiency. Through a series of concrete reform measures, it can promote the improvement of highway management level in Jilin Province.
