我国邮轮母港投资风险评价与防控措施研究

【摘要】：邮轮旅游以其尊贵、奢华、舒适的完美体验为世界游客所喜爱,成为振兴海上旅游业的朝阳产业,全球邮轮旅游的市场份额已占到世界旅游收入的3%左右,是旅游行业中加速度最大的“增长极”。邮轮港口是邮轮经济的主要受益者,邮轮港口的收益占到邮轮经济总量的20%以上,对促进港口城市旅游业的发展、增加就业、带动上下游产业的发展具有重要的作用。其中,邮轮母港为邮轮提供燃料淡水补给、维修保养等一系列服务,所获取的经济效益往往是一般访问港或停靠港的10-14倍,是港口城市争相发展的“富矿”。随着我国邮轮旅游的快速发展,我国沿海刮起一阵邮轮母港建设热风。然而,邮轮母港对港口城市的交通、旅游资源、金融业、餐饮住宿等服务业具有较高的要求,而且能否组织充足的客源对港口的发展影响重大。同时邮轮港口建设投资金额大,资金回收期长,如果港口城市盲目的加入这场邮轮港口热潮,必将带来较大的投资风险。本文试图透过邮轮产业的经济性探讨我国邮轮产业发展中存在的问题,从邮轮港口投资风险的角度对邮轮产业的发展进行分析,为邮轮港口规划提供参考,促进我国邮轮港口的理性、健康发展。首先,在对我国邮轮产业发展趋势和邮轮港口建设现状分析的基础上,总结了目前我国邮轮港口建设中存在的主要问题；其次,通过对邮轮港口的建设条件和特点等问题的研究,按照风险是否可控将邮轮港口投资风险的影响因素分为系统性风险和非系统性风险,并建立了邮轮港口投资风险评价指标体系；再次,建立了基于云模型的邮轮港口投资风险评价模型,并以温州市为例论证了模型的适用性；最后,针对我国邮轮港口存在的投资风险问题,提出了具体的风险防控措施。
[Abstract]:Cruise tourism with its noble, luxurious, comfortable perfect experience for the world tourists, become the revitalization of the maritime tourism industry, the global cruise tourism market share has accounted for about 3% of the world tourism income, tourism industry is the largest acceleration "growth pole". Cruise ports are the main beneficiaries of the cruise economy. Cruise Port revenue accounted for more than 20% of the total cruise economy, increase the employment of development, promote the port city of tourism, has an important role to promote the development of downstream industries. Among them, the cruise ship cruise home port fuel fresh water supply, maintenance and other services, the economic benefit is often the general access to Hong Kong or the port of port city is 10-14 times, competing to develop bonanza. With the rapid development of cruise tourism in China, China's coastal fad cruise homeport however hot air, Cruise home port to the port city traffic, tourism resources, financial industry, catering and accommodation services have higher requirements, but also can organize sufficient customers to port an important role in the development of cruise port construction. At the same time a large amount of investment, long payback period, if the port city blindly join the cruise port boom, will bring the great investment risk.
This paper attempts to explore the problems in the development of cruise industry in China through the economics of cruise industry, and analyze the development of cruise industry from the perspective of cruise port investment risk, so as to provide references for cruise port planning and promote the rational and healthy development of cruise ports in China.
First of all, based on the analysis of the development trend of China's cruise industry and cruise port construction on the current situation, summed up the main problems of the current Cruise Port Construction in China; secondly, through the research on the cruise port construction conditions and characteristics of the problem, according to whether the risks can be controlled to influence factors of cruise port investment risk points as the systemic risk and non systemic risk, and establishes the evaluation index system of cruise port investment risk; thirdly, establish the cruise port investment risk evaluation model based on cloud model, and taking Wenzhou city as an example to demonstrate the applicability of the model; finally, according to the investment risk problem of our cruise port, put forward the specific risk control measures.
