现代交通发展背景下的乡镇交通运输管理体制改革研究

【摘要】:乡镇交通运输管理体制改革是基层交通运输管理中的热点和难点问题,也是交通运输行业管理中的重要课题。乡镇交管体制的要素主要包括行政机构、行政职能、法律规定及隶属关系与权责关系。长期以来,乡镇交管体制存在政出多门、角色错位、结构倒挂以及条块分割等突出问题,以乡镇交管所为中心的乡镇交管体制改革亟待进行。 税费改革后,乡镇交管所职能减少,加上交管所法律主体地位不明确,运管处代管、财政体制制约、城市化挑战和人员结构不尽合理等问题,出现了交管所存废之争。从理论和实践两方面进行分析,笔者认为比较可行的方法是在保留交管所机构的前提下,对以交管所为核心的乡镇交管体制进行改革,在县级交通专业机构和交管所之间进行职能重构,并对交管所进行机构重塑。 在对国内乡镇交管体制改革实例研究分析的基础上,笔者对乡镇交管体制改革从目标、价值、功能、角色、程序五方面进行定位。从硬件和软件两方面勾勒体制模式,并将技术路径定义为组织重构、职能整合和流程再造。在此基础上,笔者从政策设计和运行控制两方面对改革提出具体的对策建议。
[Abstract]:The reform of township transportation management system is a hot and difficult problem in the basic level transportation management, and it is also an important subject in the traffic and transportation industry management.The main elements of township management system include administrative agencies, administrative functions, legal provisions and the relationship between power and responsibility.For a long time, the system of township traffic management has many problems, such as government administration, role dislocation, structural inversion and segmentation, etc. The reform of township traffic management system with township traffic management as the center needs to be carried out urgently.After the reform of taxes and fees, the functions of the township traffic management offices have been reduced, coupled with the unclear status of the legal subject of the traffic control offices, the escrow of the transportation and management department, the financial system constraints, the urbanization challenges and the unreasonable personnel structure, and so on, resulting in a dispute over the existence and abolition of the traffic management offices.Based on the theoretical and practical analysis, the author thinks that the more feasible method is to reform the township traffic control system with the center of traffic management as the core under the premise of retaining the institution.It reconstructs the function between the county transportation professional organization and the traffic management institute, and reconstructs the organization of the traffic management institute.On the basis of the research and analysis of the examples of the reform of the township traffic management system in China, the author orientates the reform of the township traffic management system from five aspects: goal, value, function, role and procedure.This paper outlines the system model from hardware and software, and defines the technical path as organizational reengineering, functional integration and process reengineering.On this basis, the author puts forward concrete countermeasures and suggestions from two aspects of policy design and operation control.
