国有航运企业后危机时代精细化管理研究

【摘要】:2008年经济危机过后,海运市场貌似出现了一种较为平稳的状态,尤其是2009年还出现了一定的上扬空间。但这样的趋势没能够坚挺地走下去,,2010年和2011年很多的航运企业都感觉到日子的艰辛和市场的清淡。因为造成危机的根源并没有消除,而且造成危机的负面因素也骤然间变得更加繁杂多变,危机并没有结束。面对林林总总的困难和窘境,国有海运企业作为一个国家贸易交易的大型窗口,虽然享有政府一定意义上的支持,但自身性质决定的缺陷,以及大的经济环境和气候是他们无力改变的,而这类航运企业仅仅能做的就是从自身出发,以精细化管理作为切入点,从管理中挖掘效益,在精细中搏发利润。 本文分为五个部分,通过分析海运市场现状引出国有航运企业精细化管理的背景、并针对精细化管理的概念以及相关指数概念进行重点描述,产生如此现状的原因、国有企业自身劣势以及其存在的必要性、从内部环境分析应对措施以及今后对航运市场和企业的展望。文中的重要笔墨在于重点分析和赘述国有航运企业内部的精细化管理部分,以职能部门为单位,一一进行规划和设计,从自身职能特点出发,互相制约又互相辅助。 精细化管理将作为各国有航运企业生存和发展的强心剂,加大各职能部门的管理力度,将财务部、人力资源部、航运部、船管部以及船员队伍等相关部室、相关环节一并纳入精细化管理范畴中,从企业内部发掘潜能应对后危机时代的不利环境和市场因素,加大管理力度,平稳度过航运业的最低点,并在航运市场转暖的时候利用内、外因的双重优势将企业做大、做强。
[Abstract]:After the 2008 economic crisis, the shipping market seems to have a more stable state, especially in 2009 there is still some room to rise.But this trend has not been strong enough, many shipping companies in 2010 and 2011 feel the hardships of the day and the weak market.Because the root causes of the crisis have not been eliminated, and the negative causes of the crisis have suddenly become more complex and volatile, the crisis is not over.In the face of numerous difficulties and difficulties, the state-owned shipping enterprises, as a large window of a country's trade transactions, although enjoying the support of the government in a certain sense, have their own defects determined by their nature.And the large economic environment and climate can not be changed, but this kind of shipping enterprises can only do from their own, to fine management as a starting point, from the management of mining benefits, in fine profit.This paper is divided into five parts. By analyzing the current situation of shipping market, the background of fine management of state-owned shipping enterprises is introduced, and the concept of fine management and related index concepts are described emphatically.The disadvantages of state-owned enterprises and the necessity of their existence are analyzed from the internal environment and the future prospects of shipping market and enterprises.The important brushwork in this paper is to analyze and expound the fine management part of the state-owned shipping enterprise, which takes the function department as the unit, plans and designs one by one, starts from its own function characteristic, restricts each other and assists each other.Fine management will be used as a powerful agent for the survival and development of shipping enterprises in various countries. It will strengthen the management of various functional departments, such as the finance department, the human resources department, the shipping department, the ship management department, the crew team and other relevant departments.Relevant links are also included in the refined management category to explore the potential of enterprises to cope with the adverse environment and market factors in the post-crisis era, to increase management efforts, and to smoothly pass the lowest point of the shipping industry.And in the shipping market when the use of internal, external causes of dual advantages will be large, strong.
