海事港口建设费征管廉政风险防控机制研究

【摘要】：廉政风险防控是廉政建设工作的重要环节。在当今反腐倡廉的新形势下,如何利用廉政风险防控管理理论来规范港口建设费的征收,是海事管理机构所迫切需要解决的问题。本文采用调查研究、案例研究、比较分析等多种方法,依据相关廉政风险防控的相关理论,分析借鉴了香港以及内地部分行业规费征收的廉政风险防控机制建设的积极经验,得出了建设海事港口建设费廉政风险防控机制建设的若干启示。论文进一步深入分析了港口建设费的征管现状、成效与不足,并重点针对港口建设费征管中六个核心环节(制度建设环节、机构人员管理环节、征收管理环节、信息化管理环节、特殊货物征收环节和代征单位管理环节)中容易引发的廉政风险作了较为详细的识别,以此提出了构建港口建设费征管廉政风险防控机制的总体框架,并就六个核心环节分别提出了相对应的廉政风险防控对策。
[Abstract]:Clean government risk prevention and control is an important link in the construction of clean government.Under the new situation of fighting corruption and advocating clean government, how to use the theory of clean government risk prevention and control to standardize the collection of port construction fee is an urgent problem that the maritime administration needs to solve.In this paper, by means of investigation, case study, comparative analysis and other methods, according to the relevant theory of clean government risk prevention and control, this paper analyzes and draws lessons from the positive experience in the construction of clean government risk prevention and control mechanism in Hong Kong and some industries in the mainland.Some revelations on the construction of risk prevention and control mechanism for the construction of maritime port construction fee and clean government are obtained.The paper further analyzes the status quo, effectiveness and deficiency of port construction fee collection and management, and focuses on the six key links (system construction, institutional personnel management, collection and management) in port construction fee collection and management, and focuses on the six key links of port construction fee collection and management (system construction, institutional personnel management, collection and management).In the information management link, the special goods collection link and the representative collection unit management link) the incorruptible risk which is easy to cause is identified in detail, and the overall frame of the mechanism of constructing the port construction fee collection and management clean government risk prevention and control mechanism is put forward.At the same time, the corresponding countermeasures of clean government risk prevention and control are put forward for the six key links.
