北京铁路局行车公寓发展战略研究

【摘要】:北京铁路局行车公寓为北京铁路局下属单位,主要是从事为全国各地进京列车乘务人员提供食、宿、洗、行等接待服务的企业,该企业在接待铁路内部乘务人员的同时,对外也从事经营工作,用以弥补上级投入改造资金的不足和不断提高员工的收入水平。随着铁路体制改革进程的加快,铁路局市场主体地位正在逐步确立,未来参与市场竞成趋势已经无法避免。但铁路行车公寓由于一直处于计划经济体制内,因为是后勤服务单位,所以并不受上级重视,多年来未进行设备实施的改造力度非常小,致使行车公寓设备实施比较老化。由于北京铁路局行车公寓管辖范围涵盖华北地区两省两直辖市共8个城市共计16所大中型公寓,规模较大,指望上级在短时间内对设备实施进行投入大笔资金进行改造和升级基本不太现实,且北京铁路局行车公寓的总体运营费用受上级控制因素较大,虽然行车公寓的接待主体为铁路内部的运输乘务人员,但乘务人员入住行车公寓并不支付费用,行车公寓的所以运营费用由各铁路局之间进行清算,行车公寓并没有资金结算的决定权,可自行决定使用的可支配资金较少。这样就造成了行车公寓长期徘徊在设备实施欠账状态,致使行车公寓与市场上的同类宾馆酒店行业的竞争存在较大差距,对外经营收入份额占有率较小,这也就决定了行车公寓自身可用于设备实施改造和不断提高员工收入水平的资金较少,不利于企业的可持续发展,而且北京铁路局行车公寓从2004年至今已经经历了六次体制调整和改革,在运输主业和多元公司企业往复进行调整,从以往的经验看,历次改革并不给行车公寓过多的适应时间,致使行车公寓长期处于被动状态,因此,为了确保北京铁路局行车公寓能在未来铁路市场化改革中,能够快速适应市场化运作,在激烈的市场竞争中占有一席之地,并逐步发展壮大,形成自己独特的经营特色,现阶段很有必要对铁路行车公寓发展战略管理进行系统研究。 本论文首先是对引用的发展战略理论进行了简要的概述,并对同铁路行车公寓类似的宾馆酒店行业特征及变化发展趋势进行研究,为决定北京铁路局行车公寓的未来发展战略进行有效的参考。 其次主要是运用波特五力模型对北京铁路局行车公寓的外部环境和内部条件进行了细致的分析,其中包括一般环境和竞争环境,最后运用SWOT分析方法提供了四种可供选择的战略,即SO战略、ST战略、WO战略、WT战略。 最后是在对北京铁路局行车公寓外部环境和内部条件分析的基础上,提出了适合北京铁路局行车公寓的发展战略,并制定了发展战略的实施的阶段安排,同时提出了实施发展战略的相应保障措施。
[Abstract]:The Beijing Railway Administration's driving apartment is a subordinate unit of the Beijing Railway Bureau. It is mainly engaged in providing food, lodging, washing, and transportation services to train crew members from all over the country. The enterprise receives crew members inside the railway at the same time,It is also engaged in management to make up for the shortage of investment and raise the income level of employees.With the speeding up of the reform of railway system, the market main body position of railway bureau is gradually established, and it is inevitable to participate in the market competition in the future.However, the railway driving apartment has been in the planned economy system, because it is a logistic service unit, so it is not attached importance to by the superior, so the reform of the equipment has not been carried out for many years, which leads to the aging of the equipment in the driving apartment.As the Beijing Railway Administration's driving apartment covers 16 large and medium-sized apartments in 8 cities in two provinces and two municipalities in North China, the scale is relatively large.It is not realistic to expect superiors to invest a large amount of money in the implementation of equipment renovation and upgrading in a short period of time, and the overall operating expenses of the Beijing Railway Administration's driving apartments are controlled by the higher authorities.Although the main reception of the driving apartment is the transport crew within the railway, but the occupant does not pay the fee, so the operating expenses of the driving apartment are settled between the railway bureaus.Car apartments do not have the right to fund settlement, the discretion to use less disposable funds.As a result of this, the driving apartment has been hovering over a long period of time in the state of equipment implementation in arrears, resulting in a large gap between the driving apartment and the similar hotels and hotels in the market, and a relatively small share of foreign operating income.This also determines that the driving apartment itself can be used for equipment renovation and continuous improvement of staff income level of less capital, which is not conducive to sustainable development of enterprises,Moreover, since 2004, the Beijing Railway Administration has undergone six institutional adjustments and reforms in the main transportation industry and multi-company enterprises. From past experience, the previous reforms did not give the driving apartments too much time to adapt.Therefore, in order to ensure that Beijing Railway Administration can quickly adapt to the market operation in the future reform of the railway market, and occupy a place in the fierce market competition, the driving apartment has been in a passive state for a long time.It is necessary to make a systematic study on the development strategy management of railway driving apartment at this stage.First of all, this paper briefly summarizes the theory of development strategy, and studies the characteristics and changing trend of hotel and hotel industry similar to railway driving apartment.It is an effective reference for determining the future development strategy of Beijing Railway Administration's driving apartment.Secondly, the paper makes a detailed analysis of the external environment and internal conditions of the Beijing Railway Administration's driving apartment, including the general environment and the competitive environment, using Porter's five-force model.Finally, SWOT analysis method is used to provide four alternative strategies, namely so strategy, St strategy, WO strategy and WT strategy.Finally, on the basis of the analysis of the external environment and internal conditions of the Beijing Railway Administration's driving apartment, the paper puts forward the development strategy suitable for the Beijing Railway Administration's driving apartment, and formulates the stage arrangement for the implementation of the development strategy.At the same time, it puts forward the corresponding safeguard measures to implement the development strategy.
