广西参与大湄公河次区域公路跨境便利运输合作研究

【摘要】:在亚洲开发银行的倡议下,大湄公河沿岸六国于1992年共同发起了大湄公河次区域经济合作(GMS)机制,二十年来,大湄公河次区域合作在交通、能源、电信、环境、农业、人力资源开发、旅游、贸易便利化与投资九大重点领域取得了丰硕成果。在交通领域,六国签署了《大湄公河次区域便利货物及人员跨境运输协定》(简称《便运协定》),该协定是专为便利客货跨境运输设计的,各缔约方渴望在大湄公河次区域国家经济转轨的情况下为进一步发展其贸易关系做出贡献,决心促进公路运输合作。在《便运协定》框架下,本文以大湄公河次区域六国间的公路跨境便利运输为研究对象。2005年4月,国家批准广西纳入GMS合作机制,广西积极参与GMS公路跨境便利运输合作,推进《便运协定》的落实,在公路建设、口岸建设、跨境便利运输线路的开通、通关便利化等方面取得了阶段性的进展,但与GMS其他各国之间仍未实现《便运协定》所期望的单一窗口检查、一站式检查、点对点直达运输等目标,广西参与大湄公河次区域公路跨境便利运输合作还存在诸多问题。本文通过对广西参与大湄公河次区域公路跨境便利运输合作的现状进行总结,在深入调研的基础上,着重分析广西参与大湄公河次区域公路跨境便利运输合作所面临的问题。以国内外跨境便利运输经验为借鉴,从与GMS国家的协调、国内各部门的协调、公路建设、口岸建设、通关便利化、行业协会、企业等角度提出了推动广西参与大湄公河次区域公路跨境便利运输合作的对策建议。
[Abstract]:At the initiative of the Asian Development Bank, the six countries along the Greater Mekong River jointly launched the Greater Mekong Subregion Economic Cooperation (GMS) mechanism in 1992. Over the past two decades, the Greater Mekong Subregion has cooperated in transport, energy, telecommunications, the environment and agriculture.Nine key areas of human resources development, tourism, trade facilitation and investment have yielded fruitful results.In the field of transport, the six countries have signed the Greater Mekong Subregion Agreement on facilitating the Cross-Border Transport of goods and Persons (the "Transit Agreement"), which is designed to facilitate cross-border transport of passengers and goods.The parties are eager to contribute to the further development of their trade relations in the context of the economic transition of the Greater Mekong Subregion countries and are determined to promote road transport cooperation.Under the framework of the Agreement on Transit Transport, this paper focuses on the cross-border transport facilitation of highways among the six countries in the Greater Mekong Subregion. In April 2005, the state approved Guangxi's entry into the GMS cooperation mechanism, and Guangxi actively participated in the cross-border transport facilitation cooperation of the GMS highway.The implementation of the "Transit Agreement" has made periodic progress in the areas of highway construction, port construction, opening of cross-border convenient transport lines, and facilitation of customs clearance.However, the single window inspection, one-stop inspection, point-to-point direct transportation and so on have not been realized between the other countries of GMS. There are still many problems in Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion.This paper summarizes the current situation of Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion, and on the basis of in-depth investigation, focuses on the analysis of the problems faced by Guangxi's participation in the cross-border transport cooperation of the Greater Mekong Subregion.From the coordination with GMS countries, coordination of domestic departments, highway construction, port construction, customs clearance facilitation, trade associations,From the angle of enterprises, this paper puts forward countermeasures and suggestions to promote Guangxi's participation in cross-border transport cooperation in Greater Mekong Subregion.
