【摘要】:论文针对某大型钢铁集团公司佩佩尔港铁矿石项目在港口物流方面存在的瓶颈进行研究。因受制于装货港佩佩尔港码头尺寸及航道条件,载重量18万吨及以上的船型无法直接靠泊装货,只能在塞拉利昂河口锚地通过一程船转载才能完成。论文研究的主要内容是假定维持佩佩尔码头及航道基本情况不变的前提下,完成年输出1800万吨铁矿石的任务,为该项目设计安全可靠、运营高效、有效降低成本的物流转运方案。论文在收集大量相关资料和数据的基础上,充分分析佩佩尔港口当地气象水文资料,包括风、海浪、涌浪、合成浪、降水、海流、港口设施状况、航道水深、助航标志及港口辅助设施等,结合塞拉利昂当地相关税收、航运法律法规,充分比较分析航运市场上现有成熟的转运方式,包括佩佩尔港现有转运船、淡水河谷在苏比克湾的转运船、旧船改造的转运设备及转运平台等,通过比较各种转运设备的优劣,确定了采用转运平台的方案。由于转运平台不具备货物运输功能,需要配置相应的一程船运输,因此论文分析了拖带驳船、顶推驳船及自航机动船等的优势和劣势,确定了采用自航机动船作为一程船的运输方案。论文运用项目投资管理的理论,充分论证其经济可行性,列出了物流运输方案的投资成本及运营管理成本,进而对项目的投资回报进行了分析;针对项目运营管理中的燃油、人力、税费等易变动的成本,本文也进行了敏感性分析。论文最后对项目可能存在的风险,包括地域政治、某钢铁集团履约能力、自身经营管理及货物含水量超标等,进行归纳、评估,并分别对各自的风险提出有效的防范措施及应急方案。航运市场上从事相同转运物流项目的船东非常少,仅为数不多的几家。针对目前转运物流研究的现状:国内长江流域卸港转运物流研究相对较多,而对国外少数装港转运物流研究相对较少,本文通过对塞拉利昂铁矿佩佩尔港装港转运物流方案设计的可行性研究,为相同项目的实施提供实践参考意义
[Abstract]:In this paper, the bottleneck of port logistics of Pell iron ore project in a large iron and steel group company is studied. Because of the size of the port of Peer and the conditions of the waterway, the type of ship with 180000 tons or more can not be docked and loaded directly. It can only be reloaded by a single ship at the Anchorage in the mouth of Sierra Leone. The main content of this paper is to complete the annual output of 18 million tons of iron ore on the premise of maintaining the basic conditions of Pepper wharf and waterway, and to design safe and reliable operation and efficient operation for the project. Effective cost reduction logistics transfer scheme. On the basis of collecting a large number of relevant data and data, the paper fully analyzes the local meteorological and hydrological data of Perper Port, including wind, waves, surges, synthetic waves, precipitation, currents, port facilities, waterway depth, and so on. Combined with relevant local taxes and shipping laws and regulations in Sierra Leone, the existing mature transshipment methods in the shipping market, including the existing trans-shipment vessels in the Pell Port, are fully compared and analyzed. Vale's transshipment vessel in Subic Bay, the equipment and platform of the old ship's transformation, etc., by comparing the advantages and disadvantages of each kind of transshipment equipment, the scheme of adopting the transshipment platform is determined. Because the transshipment platform does not have the function of cargo transportation, it is necessary to configure the corresponding one-haul ship transportation, so this paper analyzes the advantages and disadvantages of towing barge, pushing barge and self-propelled motor ship, etc. The transportation scheme of self-propelled motor ship as one-pass ship is determined. Using the theory of project investment management, this paper fully demonstrates its economic feasibility, lists the investment cost and operation management cost of the logistics transportation scheme, and then analyzes the investment return of the project, aiming at the fuel oil in the project operation management. This paper also makes a sensitivity analysis on the variable cost of labor, tax and so on. Finally, the paper summarizes and evaluates the possible risks of the project, including regional politics, the ability of a certain iron and steel group to fulfill the contract, its own operation and management, and the excess of water content of the goods. And put forward effective preventive measures and emergency plans to their respective risks. There are very few shipowners engaged in the same transshipment logistics projects in the shipping market, only a few. In view of the present situation of the research on transshipment logistics: there are relatively many researches on the unloaded port transshipment logistics in the Yangtze River Valley in China, but there are relatively few researches on the transshipment logistics in a few overseas ports. In this paper, the feasibility study on the design of transport logistics scheme for the port of Pepel in Sierra Leone Iron Mine is carried out to provide practical reference for the implementation of the same project.
