公路建设项目国民经济评价应用研究

【摘要】：随着我国对公路交通投资力度的加大，我国的公路交通事业迅速发展，公路的建设不仅提高了我国公路交通运输水平，而且对社会经济发展起到了不可忽视的推动作用。但由于公路建设项目具有投资大、还贷压力大、投资回收期长等特点，故而如何提高公路建设项目的投资效益，优选投资项目，让有限的资金充分发挥效益，己成为我国公路建设中一个迫切需要解决的问题。公路建设项目国民经济评价就是对拟建的公路建设项目的费用与效益进行系统和客观的分析。通过对拟建的公路建设项目进行费用效益分析，为我国公路建设项目的决策管理提出合理的建议，从而达到提高投资效益的目的。本文首先介绍了公路建设项目国民经济评价的概念及其评价的原则，从宏观层面研究了国民经济评价的方法以及工作程序，为全文铺垫了基础。其次，遵循“最好可行替代用途”的原则，对公路建设项目国民经济评价的影子价格进行了研究，得出了公路建设项目主要投入物影子价格的计算方法；在此基础上，根据新版的《公路建设项目经济评价方法与参数》，，分析研究了国民经济费用效益的范围和计算方法。最后，本文以拟建的咸宁至潘湾段一级公路建设工程为实例，对该拟建项目进行了国民经济评价。
[Abstract]:With the increase of China's investment in highway transportation and the rapid development of highway transportation in China, the construction of highway not only improves the level of highway transportation in China, but also plays an important role in promoting the social and economic development. However, because highway construction projects have the characteristics of large investment, great pressure on loan repayment and long payback period, so how to improve the investment efficiency of highway construction projects, and to optimize investment projects, so that limited funds can give full play to the benefits. Has become our country highway construction in an urgent need to solve the problem. The evaluation of national economy of highway construction project is a systematic and objective analysis of the cost and benefit of the proposed highway construction project. By analyzing the cost and benefit of the proposed highway construction project, this paper puts forward some reasonable suggestions for the decision management of the highway construction project in our country, so as to achieve the purpose of improving the investment benefit. This paper first introduces the concept of national economic evaluation of highway construction projects and its evaluation principles, studies the methods and working procedures of national economic evaluation from the macro level, laying the foundation for the full text. Secondly, following the principle of "best feasible alternative use", the shadow price of national economic evaluation of highway construction project is studied, and the calculation method of shadow price of main input of highway construction project is obtained. According to the new edition of "Economic Evaluation methods and parameters of Highway Construction Project", the scope and calculation method of national economic cost benefit are analyzed and studied. Finally, taking the proposed first class highway construction project from Xianning to Pan Bay as an example, this paper evaluates the national economy of the proposed project.
