试论航权交换与航权经济

【摘要】：民航运输业是一种典型的网络型产业,民航运输业的法权基础是航权。一国的航权既是该国主权的有机组成,也是该国民航业的产权基础。国际民航运输业的发展依赖于国与国之间的航权交换。航权交换活动使国际航线网络的构建成为可能。该文首先对航权的表现形式和航权经济的产业属性进行了分析,并尝试对目前我国在航权交换和航权经济发展中存在的问题进行归纳研究。尽管我国历来重视航权交换与合作,各地方政府不断加强航权经济发展,但依然存在国际民航运输发展政策系统性和前瞻性不足、航权发展欠缺平衡性、航权相关资源短缺以及枢纽机场建设瓶颈等问题。在此基础上,该文进一步就我国加快航权经济发展提出建议,要推进航权交换政策的积极性、主动性和灵活性,有效发挥航权在支持服务国家区域开发开放战略中的作用,积极推动"一带一路"的航空自由化,依托自贸区建设助力航权经济发展,以更好适应我国国际民航运输市场发展需求,早日实现从"民航大国"走向"民航强国"的"中国民航梦"。
[Abstract]:Civil aviation transportation industry is a typical network industry, the legal basis of civil aviation transportation industry is aviation right. The aviation right of a country is not only the organic composition of its sovereignty, but also the property right basis of its civil aviation industry. The development of international civil aviation industry depends on the exchange of shipping rights between countries. The exchange of air rights makes the construction of international airline network possible. This paper first analyzes the manifestation of air rights and the industrial attributes of air rights economy, and attempts to sum up and study the problems existing in the exchange of air rights and the economic development of air rights in China. Although China has always attached importance to the exchange and cooperation of air rights, and local governments have constantly strengthened the economic development of air rights, there are still systemic and forward-looking policies for the development of international civil aviation transport, and the development of air rights lacks balance. The shortage of air rights related resources and the bottleneck of airport construction and so on. On this basis, the paper puts forward some suggestions on speeding up the economic development of air rights in China, which should promote the enthusiasm, initiative and flexibility of the exchange policy of air rights, and give full play to the role of air rights in supporting the development and opening up strategy of the regions serving the country. Actively promoting the aviation liberalization of "Belt and Road" and relying on the construction of the free trade zone to help the economic development of aviation rights, so as to better meet the needs of the development of China's international civil aviation transport market, To realize the dream of China Civil Aviation from a big country of civil aviation to a powerful country of civil aviation at an early date.
