锦州港拖轮船队发展规划研究

【摘要】:随着中国加入WTO以来经济加速发展的步伐,作为国民经济的主要贡献者,航运及其相关行业的发展迎来了崭新的篇章,随之而来的是对为航运业服务的其他行业(以港口行业为主)的更加严格的要求。为了实现这些要求,近年来,我国各地区港口的竞争也日益激烈,但是盲目的扩建港口一是资本不能有效利用,二是因港口建设有其时间滞后性的特点而不能满足船舶大型化的需求,也就不能满足船舶安全进出港口的需求,所以拖轮的重要性就不言而喻。但因缺乏相关系统性的研究,我国各港口拖轮船队存在配置不合理的现象。 本文整理分析大量参考文献,且在锦州港现有状况、拖轮船队的配备情况有一个总体认识基础上,基于锦州港的历年经营数据,首先对锦州港的全港2013年-2017年的吞吐量进行预测分析,而后根据吞吐量的预测和往年进出港船舶航次、船型等数据,按船型划分对2013年-2017年锦州港各类型船舶到港艘次进行了预测。其次,经过大量资料收集整理了解到,港口拖轮配置是与港口吞吐量、船舶到港类型和艘次以及拖轮的运营财务状况均有关联,所以采用动态规划的方法,选取指标函数对不同方案下的港口拖轮配置数量和功率做出了探讨。最后,对锦州港未来的发展趋势进行分析,提出了相应的对策和建议。
[Abstract]:With the acceleration of economic development since China's entry into WTO, as a major contributor to the national economy, the development of shipping and its related industries has ushered in a new chapter. This is followed by stricter requirements for other industries that serve the shipping industry (mainly port industries). In order to meet these requirements, in recent years, the competition among ports in various regions of our country has become increasingly fierce, but the blind expansion of ports is that capital cannot be used effectively. Second, because port construction has its characteristics of time lag, it can not meet the needs of large-scale ships, and it can not meet the needs of safe access to and from the port, so the importance of tugs is self-evident. However, due to the lack of systematic research, there is unreasonable configuration of tugboat fleet in each port of our country. In this paper, a large number of references are analyzed, and on the basis of a general understanding of the present situation of Jinzhou Port and the configuration of tugboat fleet, based on the operating data of Jinzhou Port in the past years, First of all, the throughput of the whole territory of Jinzhou Port from 2013 to 2017 is forecasted and analyzed. Then, according to the forecast of throughput and the data of vessel movements and ship types in and out of the port in previous years, The ship arrival times of different types of ships in Jinzhou Port from 2013 to 2017 are forecasted according to ship types. Secondly, after a great deal of data collection, we can understand that the configuration of port tugs is related to the port throughput, the type and number of ships coming to port, and the financial situation of the tugs, so the dynamic programming method is adopted. The number and power of port tugboat configuration under different schemes are discussed by selecting index function. Finally, the future development trend of Jinzhou Port is analyzed, and the corresponding countermeasures and suggestions are put forward.
