曹妃甸港口、产业、城市一体化发展研究

【摘要】:港口、产业、城市三位一体、共生共荣,是国内外主要港口城市建立发展的成功实践,至今仍为很多国家和地区所采用。我国东南沿海地区纷纷提出了“以港促产、以产兴城、港城一体”的发展模式,成为中国改革开放的前沿和经济社会发展最快的地区。环渤海地区正在着力打造中国经济第三增长极,努力建设中国未来发展的新引擎。位于环渤海中心地带、建港条件具有明显优势的曹妃甸愈发受到各方的关注。加快曹妃甸开发建设是国家的重要战略部署,是推动河北经济转型升级和可持续发展的必然选择,也是唐山建设沿海强市的重要途径。 经过十年的开发建设,曹妃甸虽然取得了令人瞩目的成绩,但是产业集聚度低、城市化进程慢、港口功能拓展难等矛盾和问题,成为影响曹妃甸加快发展的主要障碍。深层原因是港口、产业、城市一体化发展不协调。 文章以港口、产业、城市三者关系为主要对象,通过查阅文献、调查研究、对比分析等方法,首先对国内外专家学者在此领域的研究现状和相关理论进行了阐述、梳理、归纳,为有效整合港口、产业、城市三者关系、推进一体化发展的研究提供了理论支撑。进而对港口、产业、城市一体化发展的关系进行论述,为研究曹妃甸一体化发展问题提供路径选择。在此基础上,选取我国沿海四个和国外两个港口城市建设发展案例,分析问题、总结经验,为曹妃甸实施港口、产业、城市一体化发展提供借鉴和参考。在遵循理论、借鉴经验的基础上,文章深刻剖析了曹妃甸发展的现状和面临的问题,提出了曹妃甸实施港口、产业、城市一体化发展的方向、模式和途径。文章认为,曹妃甸一体化发展的基础和条件虽然具备,但港口、产业、城市三者尚未形成互为补充的有效整体,若实现可持续发展,必须正视问题和挑战,找出适合自身发展的路径。正是基于上述判断,文章提出了曹妃甸的港口和产业应遵循集中式发展模式、城市应遵循集中与分散整合发展模式以及绿色港口、循环产业、生态城市三者互动发展、一体化发展的实现途径。为确保路径最终实现,文章最后提出了曹妃甸港口、产业、城市一体化发展的对策建议,提出推进曹妃甸港口、产业、城市一体化发展是一项长期复杂的系统工程,既要有长远规划,更要稳步推进,形成和谐统一、步调一致的发展格局。
[Abstract]:Port, industry, city trinity, symbiosis and common prosperity, is a successful practice of the establishment and development of major port cities at home and abroad, and is still adopted by many countries and regions. The southeast coastal areas of our country have put forward the development mode of "promoting production by Hong Kong, invigorating the city with production", and becoming the frontier of China's reform and opening up and the fastest economic and social development. The Bohai Rim region is working to create China's third largest economic growth pole and to build a new engine for China's future development. Caofeidian, which is located in the center of Bohai Sea and has obvious advantages in port construction, has attracted more and more attention. Speeding up the development and construction of Caofeidian is an important strategic arrangement of the country, an inevitable choice to promote Hebei's economic transformation and upgrade and sustainable development, and an important way to build a strong coastal city in Tangshan. After ten years of development and construction, Caofeidian has made remarkable achievements, but the low degree of industrial convergence, the slow process of urbanization, the difficulties of port function development and other contradictions and problems have become the main obstacles to the accelerated development of Caofeidian. The deep reason is the port, the industry, the city integration development is not coordinated. This article regards port, industry and city as the main object, through consulting literature, investigation, comparative analysis and other methods, first of all, the domestic and foreign experts and scholars in this field research status and related theories are expounded, combed, summarized, It provides theoretical support for the research of integrating port, industry and city. Then, the relationship between port, industry and city integration development is discussed, which provides the path choice for the study of Caofeidian integration development. On this basis, four coastal and two foreign port city construction and development cases are selected, the problems are analyzed, and the experience is summarized to provide reference and reference for Caofeidian port, industry and urban integration development. On the basis of following the theory and using experience for reference, this paper deeply analyzes the present situation and problems of the development of Caofeidian, and puts forward the direction, mode and way of the integrated development of port, industry and city in Caofeidian. The paper holds that although the basis and conditions for the integrated development of Caofeidian are available, the port, industry and city have not yet formed an effective whole complementary to each other. If the sustainable development is to be realized, the problems and challenges must be faced squarely. Find out the path suitable for your own development. Based on the above judgment, the paper puts forward that the port and industry of Caofeidian should follow the centralized development model, the city should follow the centralized and decentralized development model, and the green port, recycling industry and ecological city should develop interactively. The way to realize the development of integration. In order to ensure the final realization of the path, the paper puts forward the countermeasures and suggestions for the development of Caofeidian port, industry and city integration, and puts forward that promoting the development of Caofeidian port, industry and city integration is a long-term complex system engineering. It is necessary to have a long-term plan, but also to advance steadily to form a harmonious and consistent development pattern.
