公路网路面养护投资双级规划模型构建及软件开发

【摘要】:近年来,随着我国公路网建设阶段进入尾声,路网的养护资金投入、养护资金分配等养护投资规划问题日益明显。表现为严格按照规范要求进行养护所需资金不足、具体路段的养护对策难以从长远意义角度出发进行选取、资金的利用效率低等方面。这些问题的存在严重影响了路网路况,养护资金投入不合理使得路网错过了最佳养护时机,养护对策选取不合理则导致路况过早过快地恶化。因此,如何对养护资金进行分配、从长远意义考虑选取养护对策等养护规划问题都亟待解决,构建养护投资规划模型非常重要。本文提出既可以从投资者的角度对养护资金进行分配,又可以从执行者角度对具体路段进行养护方案制定的“公路网养护投资双级规划模型”,达到局部优化与整体优化相协调。本文首先通过改进马尔可夫决策模型,构建了区县级养护规划模型,从长远意义对养护方案进行优化选取,实现局部优化。之后利用马尔可夫排序模型,构建了省级养护规划模型,按照决策者所期望情况,对路网内的路段进行养护优先性排序。再通过结合双级模型,开发软件,解决具体问题。最后通过案例分析,对双级规划模型的合理性、适用性,双级规划软件的可用性进行了验证。在软件开发方面,采用了VB语言进行编程,利用VS2010作为软件界面开发平台。克服了软件开发诸多困难,最终实现了双级规划模型的可视化,完成了界面制作及程序编辑工作,实现了根据路网数据对任意分析期内的养护规划问题进行求解与计算。
[Abstract]:In recent years, with the completion of highway network construction in China, the maintenance fund investment, maintenance fund allocation and other maintenance investment planning problems have become increasingly obvious. It is shown that the funds needed for maintenance are insufficient strictly in accordance with the standard requirements, the maintenance countermeasures of specific road sections are difficult to select from the long-term significance, and the utilization efficiency of funds is low, and so on. The existence of these problems seriously affects the road condition, the unreasonable investment of maintenance funds makes the road network miss the best maintenance opportunity, and the unreasonable selection of maintenance countermeasures leads to the premature and too fast deterioration of road conditions. Therefore, how to allocate the maintenance funds, and how to select the conservation strategy from the long-term significance are urgent to be solved. Therefore, it is very important to build the conservation investment planning model. In this paper, a two-level planning model for highway network maintenance investment is proposed, which can not only allocate the maintenance funds from the perspective of investors, but also make maintenance schemes for specific sections from the perspective of the executors. Local optimization and global optimization are coordinated. In this paper, by improving the Markov decision model, the maintenance planning model at the district and county level is constructed, and the maintenance scheme is optimized and selected from the long-term significance to realize the local optimization. Then the provincial conservation planning model is constructed by using Markov ranking model. According to the expectation of the decision-makers, the maintenance priority of the road sections in the road network is ranked. Then through combining the two-level model, the development of software to solve specific problems. Finally, the rationality, applicability and availability of the two-level planning software are verified by case study. In the aspect of software development, VB language is used to program and VS2010 is used as the software interface development platform. It overcomes many difficulties in software development, finally realizes the visualization of two-level programming model, completes the work of interface making and program editing, and realizes the solution and calculation of maintenance planning problems during any analysis period according to road network data.
