民航运输机场社会经济效益评价研究

【摘要】：长期以来,社会各界把民航运输机场看做普通企业,主要强调盈利能力和经济效益,而忽视其作为公共基础设施对区域发展的辐射效应。加之对机场评价与考核的理论、指标体系和方法尚不成熟,故对机场关于区域经济社会的影响不甚了了。由于缺乏客观准确的决策依据,政府主动引导明显不足。因此,研究与探讨民航运输机场社会经济效益评价的理论和方法,已成为国家民航运输机场建设与发展中的一个重要课题。本文在梳理和总结国内外相关文献和发达国家机场评价实践的基础上,通过对民航运输机场特征、定位及其社会经济效益形成机制的探讨,构建社会经济效益评价指标体系,运用投入产出方法和AHP-模糊综合评价方法,结合天津滨海国际机场的实例,对民航运输机场社会经济效益评价理论与方法进行了较为深入的分析和研究。本文的主要内容包括:(1)以产业集聚理论和运输经济理论为分析工具,对民航运输机场的社会经济效益及其形成机制进行了理论分析;(2)在借鉴相关研究成果和实践经验的基础上,提出本文的分析框架,即投入产出法和AHP-模糊综合评价法相结合对机场社会经济效益展开评价;(3)调整2002年、2005年和2007年的天津市投入产出表,以突出民航运输部门,运用投入产出模型对天津市机场运输业的社会经济影响和天津机场的社会经济效益进行评价;(4)根据民航运输机场社会经济效益的影响因素与评价主体的目标,并结合投入产出分析的结论,构建了主要针对我国大型民航运输机场的社会经济效益评价指标体系;(5)运用AHP-模糊综合评价模型对天津机场的社会经济效益进行综合分析,并参照评价过程与结果提出了有针对性的改进建议。我国民航运输机场社会经济效益评价,尤其是非经济效益评价还处在起步探索阶段,本文的研究旨在为建立科学、合理的机场评价制度提供思路,期望能对我国机场的建设与发展有所裨益,使之更好的为经济社会发展服务。
[Abstract]:For a long time, the civil aviation transport airport has been regarded as an ordinary enterprise by all walks of life, mainly emphasizing its profitability and economic benefits, but neglecting its radiative effect on regional development as a public infrastructure. In addition, the theory of airport evaluation and assessment, the index system and method are not mature, so the influence of airport on regional economy and society is not very clear. Due to the lack of objective and accurate decision-making basis, the government's initiative guidance is obviously insufficient. Therefore, it has become an important subject in the construction and development of national civil aviation transport airport to study and discuss the theory and method of social and economic benefit evaluation of civil aviation transport airport. On the basis of combing and summing up the relevant literature at home and abroad and the practice of airport evaluation in developed countries, this paper discusses the characteristics, positioning and formation mechanism of civil aviation transport airports, and constructs an index system of social and economic benefits evaluation. By using the input-output method and AHP- fuzzy comprehensive evaluation method, combined with the example of Tianjin Binhai International Airport, the theory and method of social and economic benefit evaluation of civil aviation transport airport are deeply analyzed and studied. The main contents of this paper are as follows: (1) based on the theory of industrial agglomeration and the theory of transport economy, this paper makes a theoretical analysis of the social and economic benefits and the formation mechanism of civil aviation transport airports) on the basis of the relevant research results and practical experience. The analytical framework of this paper, I. e., the input-output method and the AHP-fuzzy comprehensive evaluation method, are put forward to evaluate the social and economic benefits of the airport. The input-output tables of Tianjin in 2002, 2005 and 2007 are adjusted to highlight the civil aviation transport sector. Using the input-output model to evaluate the social and economic effects of Tianjin airport transportation industry and the social and economic benefits of Tianjin airport. Combined with the conclusion of input-output analysis, this paper constructs an evaluation index system of social and economic benefits of large civil aviation transport airports in China. The AHP- fuzzy comprehensive evaluation model is used to comprehensively analyze the social and economic benefits of Tianjin Airport. According to the evaluation process and results, some suggestions for improvement are put forward. The evaluation of social and economic benefits of civil aviation transportation airports in China, especially the evaluation of non-economic benefits, is still in the initial stage of exploration. The purpose of this paper is to provide ideas for the establishment of a scientific and reasonable airport evaluation system. It is expected to be beneficial to the construction and development of the airport in China and serve the economic and social development better.
