【摘要】：公路建设是国家重点发展的领域。为保证公路工程的质量，一般采用“企业自检，社会监理，政府监督”的质量管理模式。我国的工程监理制度经历了从引进、吸收、发展、全面推行四个阶段，每个阶段都有不同的特点。国际上将工程监理定义为工程组织管理，随着国际社会技术经济水平的发展，建设工程业主的需求也在不断变化，总的趋势是希望简化自身的管理工作，得到更全面、更高效的服务，达到既定的建设标准，更好地实现投资目标。随着工程监理制度的推行，国家颁布了一系列法律、法规、条例。明确了工程监理在工程建设领域的法律地位，以及监理人员的权力与义务。近二十年来，我国建设工程监理市场经历了一个从无到有、从无序到有序、从不完善到逐渐完善的过程，对提高我国建设管理水平、完善和规范建筑市场、确保工程质量、有效利用建设资金起到了重要的作用。但我们同时也应看到，目前工程监理市场还不够成熟和规范，一些发展中的问题和认识上的障碍阻碍着工程监理市场的快速发展。主要有：工程监理市场行为有待规范，业务相对单一，市场空间狭小，服务质量不高，缺乏社会信誉，工程监理取费低，影响工程监理企业的发展，工程监理行业技术创新能力比较低。通过对监理理论与相关法律体系的学习与研究，对监理制度有了更深刻的认识和理解。并以具体的工程项目为依托，对公路工程监理制度进行具体运用。监理目标的确定，组织机构的设置，资源的配置，各级监理人员职责和权限的划分。通过制定完善的工作制度和监理程序，对工程实施全方位的监理，使工程质量、进度、费用、合同管理、安全环保得到有效控制。取得了良好的效果。本研究主要解决了以下几个问题：通过规范监理企业自身的行为，探讨了对监理市场行为规范的方法。通过对国、内外工程监理制度的学习、研究，提出了监理业务拓展的方向。通过具体工程实践，制订了一系列标准化监理组织方法和工作程序，提高了监理服务水平，，提高了监理社会信誉。对监理取费低，技术创新能力不足等问题提出了实行项目建设总承包制和推行代建制的设想。
[Abstract]:Highway construction is the key development area of the country. In order to guarantee the quality of highway engineering, the quality management model of "self inspection of enterprises, social supervision, government supervision" is generally adopted.
The project supervision system in China has experienced four stages from introduction, absorption and development. There are different characteristics in each stage. International engineering supervision is defined as engineering organization and management. With the development of international social technology and economy, the needs of construction owners are constantly changing, and the general trend is to simplify themselves. With the implementation of the project supervision system, the state promulgated a series of laws, regulations, regulations, and the legal status of the project supervision in the field of engineering construction, and the power and duty of the supervisors.
In the past twenty years, China's construction project supervision market has experienced a process from scratch, from disorder to order, from imperfect to gradual perfection. It has played an important role in improving the level of construction management, improving and standardizing the construction market, ensuring the quality of the project and effectively utilizing the construction funds. The market of the project supervision is not mature and standardized. Some developing problems and obstacles hindering the rapid development of the engineering supervision market. The main problems are: the market behavior of engineering supervision is to be standardized, the business is relatively single, the market space is small, the service quality is not high, the reputation of the society is lack, the cost of engineering supervision is low, and the engineering supervision enterprise is affected. The technological innovation ability of the engineering supervision industry is relatively low.
Through the study and study of the supervision theory and the relevant legal system, the supervision system has a more profound understanding and understanding. Based on the specific project, the concrete application of the highway engineering supervision system, the determination of the supervision target, the setup of the organization, the allocation of resources, the division of the duties and powers of the supervisors at all levels. We have worked out a perfect work system and supervision procedure, and carried out all directional supervision to the project, so that the quality, progress, cost, contract management, safety and environmental protection of the project are effectively controlled. Good results have been achieved.
This study mainly solves the following problems: through standardizing the behavior of the supervision enterprise itself, this paper probes into the method of standardizing the behavior of the supervision market. Through the study of the supervision system of the domestic and foreign projects, the direction of the expansion of the supervision business is put forward. A series of standardized supervision organization methods and workers are formulated through the concrete engineering practice. As a procedure, the service level of supervision has been improved and the social reputation of supervision has been raised. The idea of implementing the general contract system of project construction and the implementation of the construction system is put forward by the low cost of supervision and the lack of technological innovation ability.
