广州市南沙区公交发展研究

【摘要】:本文围绕南沙新区的发展规划,结合南沙交通的实际情况,就南沙区公共交通下一步如何大发展进行了研究。 首先分析制约南沙公交发展的主要因素。通过分析南沙区公共交通体系的现状及存在问题,并对制约南沙区公交发展的因素进行了剖析,得出了公交财政补贴金额的不足够、公交企业亏损严重是制约南沙区未来公交大发展的主要因素,而导致政府补贴不足够的关键因素是政府缺乏科学的补贴核算模型,不能清晰界定企业的经营性亏损和政策性亏损,政府支付补贴缺乏有力的依据。同时政府对公交发展的思路不清,未能建立公交优先发展的相关规划和机制也是制约南沙公交发展的另一个重要因素。 其次是根据《广州南沙新区发展规划》中对公共交通的发展规划及南沙区的公交发展现状,对南沙公交未来的发展模式进行分析,提出了未来南沙公交的发展要建立科学的公交网络、服务体系,同时要建立科学的公交财政补贴制度来保障公交企业的可持续发展。 第三是重点研究解决公交财政补贴的测算和建立科学模型的问题。为了建立对公交企业经营成本科学测算途径,通过吸收国内外的财政补贴制度的经验,建立了基于成本规制的公交企业补贴核算模型,该模型通过对公交企业的收入、成本、服务进行规制,确保了测算数据的合理和准确性。通过以南沙巴士公司为例进行验证分析,表明该模型能较为准确的分析企业的实际盈亏,能帮助政府科学的测算企业的盈亏情况,为政府合理支付财政补贴提供有力的依据。因此建议政府以公交企业补贴核算模型为基础完善南沙区公交企业财政补贴制度。 第四,根据《广州南沙新区发展规划》中提出的“完善智能综合交通系统,,以公共交通引领城市发展,建立以公共交通为主体的绿色城市交通体系”发展要求,就南沙公交大发展的其它保障措施进行了论述。 最后,对本文进行了总结,分析了文章的创新之处和不足的地方。
[Abstract]:Based on the development plan of Nansha New area and the actual situation of Nansha traffic, this paper studies how to develop the public transportation in Nansha district in the next step. Firstly, the main factors restricting the development of Nansha bus are analyzed. By analyzing the present situation and existing problems of public transport system in Nansha District, and analyzing the factors restricting the development of public transportation in Nansha District, it is concluded that the amount of public transportation subsidy is not enough. The serious loss of public transport enterprises is the main factor that restricts the development of public transportation in Nansha district in the future, and the key factor that leads to insufficient government subsidy is the lack of scientific subsidy accounting model. Business losses and policy losses can not be clearly defined, and government subsidies lack a strong basis. At the same time, the government's thinking on the development of public transport is unclear, and the failure to establish the relevant planning and mechanism of bus priority development is another important factor that restricts the development of public transport in Nansha. Secondly, according to the development plan of public transport in Nansha New District of Guangzhou and the current situation of public transport development in Nansha District, the future development mode of Nansha Public Transport is analyzed. In order to ensure the sustainable development of public transport enterprises, it is necessary to establish a scientific public transport network and service system for the development of Nansha public transport in the future. At the same time, it is necessary to establish a scientific public transport financial subsidy system. The third is to focus on the calculation of public transport subsidies and the establishment of scientific models. In order to establish a scientific way to calculate the operating cost of public transport enterprises, and through absorbing the experience of the financial subsidy system at home and abroad, the model of the public transport enterprise subsidy accounting based on the cost regulation is established. The model is based on the revenue and cost of the public transport enterprise. The service carries on the regulation, guaranteed the measurement data the rationality and the accuracy. By taking Nansha bus Company as an example, it is proved that the model can accurately analyze the actual profit and loss of the enterprise, help the government to measure the profit and loss of the enterprise scientifically, and provide an effective basis for the government to pay the financial subsidy reasonably. Therefore, it is suggested that the government should perfect the financial subsidy system of public transport enterprises in Nansha district on the basis of the accounting model of public transport enterprise subsidies. Fourth, according to the development plan of Nansha New District of Guangzhou, "perfect Intelligent Integrated Transportation system, lead the development of city by public transportation, and establish a green urban transportation system with public transport as the main body". Other safeguard measures for the development of Nansha public transportation are discussed. Finally, this article is summarized, and the innovation and shortcomings of the article are analyzed.
