网络约车监管新政的效应分析及调整建议

【摘要】:运用内容分析法,梳理了国家层面和地方层面的网络约车监管新政,分析了政策的调控目的及可能的后续效应。结合政府规制及供需关系理论,发现网络约车监管新政不仅存在规制俘获现象,而且存在补贴扰乱市场等问题。通过对国外网约车监管政策的比较研究,对网约车监管新政的调整提出改革政府规制内容、实施动态运力调配;引导业态差异化竞争、避免同质化竞争;维护公平竞争市场秩序,警惕平台垄断三方面的建议。
[Abstract]:By using the content analysis method, this paper combs the new policy of network ride-hailing supervision at the national level and local level, and analyzes the purpose of the policy and its possible follow-up effect. Combined with the theory of government regulation and supply and demand relationship, it is found that the new policy of network regulation not only has the phenomenon of regulation capture, but also exists some problems, such as subsidies disturb the market and so on. Based on the comparative study of foreign regulatory policies, this paper puts forward the reform of government regulation content, the implementation of dynamic capacity deployment, the guidance of differentiated competition and the avoidance of homogenization competition. Maintain fair competition market order and guard against the three suggestions of platform monopoly.
