东北三省高速公路ETC联网运营模式与管理体系研究

【摘要】:近年来,随着高速公路网络的建设力度的不断加大,我国国民经济受到公路运输的严重制约情况已经得到了有效缓解,高速公路的发展已经从追求总量规模逐步向注重质量效益方向转变。东北三省地区的高速公路网络比较发达,将辽、吉、黑三省的高速公路路网进行整合,共同组成以衔接便利、信息互通为主要特点的一体化高速公路路网体系,是东北地区高速公路在未来的发展趋势。因此,把三省已经建设并由各自经营管理的ETC(电子不停车收费系统)扩展成为跨区域联网收费模式,更加适合东北三省交通基础设施的发展趋势。本文针对东北三省高速公路ETC联网运营模式与管理体系进行了相应的研究。 主要研究内容包括:(1)在分析东北三省ETC联网运营现状的基础上,对东北三省实施高速公路ETC联网运营进行了可行性分析,结合目前国内外ETC相关成熟技术,给出了东三省联网运营管理模式。(2)在分析辽宁、吉林和黑龙江三省高速公路现有收费管理及结算模式基础上,给出了东北三省高速公路ETC联网运营收费资金管理实施方案。(3)为了确保东北三省高速公路ETC联网运营项目顺利实施,构建了东北三省ETC联网方式组织管理体系,给出了ETC联网方式和三级联网运营组织体系。
[Abstract]:In recent years, with the increasing construction of highway network, the serious restriction of national economy by road transportation has been effectively alleviated. The development of expressway has gradually changed from pursuing total quantity scale to paying attention to quality and benefit. The expressway network of the three northeastern provinces is relatively developed. The highway network of Liao, Kyrgyzstan and Black provinces is integrated, and an integrated highway network system characterized by convenient connection and information exchange is formed. Is the northeast area highway in the future development trend. Therefore, the ETC (Electronic Non-stop charge system), which has been built and managed by the three provinces, is more suitable for the development trend of the traffic infrastructure in the three Northeast provinces. In this paper, the ETC network operation mode and management system of the three provinces of Northeast China are studied. The main research contents include: (1) on the basis of analyzing the current situation of ETC network operation in the three Northeast provinces, the feasibility of implementing the expressway ETC network operation in the three Northeast provinces is analyzed, and the relevant mature ETC technologies at home and abroad are combined. Based on the analysis of the existing toll management and settlement model of the three provinces of Liaoning, Jilin and Heilongjiang, the paper gives the network operation management model of the three provinces. In order to ensure the smooth implementation of the expressway ETC network operation project in the three Northeast provinces, this paper constructs the organizing and management system of the ETC network mode in the three provinces of Northeast China, in order to ensure the smooth implementation of the ETC network operation project in the three provinces of Northeast China. The ETC networking mode and the three-level network operation organization system are given.
