集装箱铁路运输定价与海铁联运补贴水平研究

【摘要】:随着海运集装箱的快速发展,集装箱港口的集疏运体系正在逐步完善,海铁联运作为重要的集装箱运输方式,一直受到各方的重视,但是我国集装箱铁路运输增长却相对缓慢,阻碍了海铁联运体系的发展。由于我国铁路运输改革刚刚起步,因此目前运价机制较僵化,缺少灵活性,价格管制的惯性制约着经营者的竞争,阻碍着市场化经营的改革。 集装箱铁路运输价格关系到铁路运输企业的收益与货主的运输成本,是影响货主运输需求、运输方式选择的关键因素,也决定着港口的竞争能力。集装箱铁路运价水平的制定既是铁路运输经济学的重要内容,也是海铁联运发展中需要解决的重点决策问题,涉及港口与地方政府对海铁联运补贴政策的制定。在此背景下,本文开展集装箱铁路运输定价与海铁联运价格补贴水平研究。 首先,通过总结我国集装箱铁路运输发展和运价规制的现状,分析目前我国集装箱铁路运输定价和海铁联运补贴政策存在的问题,指出确定集装箱铁路运输价格和海铁联运补贴水平的重要性;其次,剖析集装箱铁路运价的变化和海铁联运补贴水平对货主运输链选择的影响,以集装箱铁路运输经营者和实施海铁联运补贴的港口收益最大为目标,构建定价方案与补贴水平决策模型,并基于启发式算法设计求解方法;第三,选取东北三省及内蒙古东部城市的集装箱货主为研究对象,设计RP问卷调查,根据调查结果形成的统计数据对模型参数进行标定,收集相关数据作为输入,进行模型求解;最后,对全文进行总结,提出了文章的不足。 研究结果表明,考虑集装箱运输需求变化的集装箱铁路运输定价和海铁联运补贴是科学合理的,本文提出的定价方案与补贴水平决策模型可行有效,本论文可为制定集装箱铁路运价和海铁联运补贴的决策者提供理论指导。
[Abstract]:With the rapid development of seaborne containers, the container port transportation system is being gradually improved. As an important container transport mode, seaborne railway transport has been attached great importance to by all parties, but the growth of container railway transportation in China is relatively slow. It hinders the development of sea-rail transport system. As the reform of railway transportation in our country has just started, the current tariff mechanism is rather rigid and lacks flexibility. The inertia of price control restricts the competition of operators and hinders the reform of market-oriented management. The transport price of container railway is related to the profit of railway transportation enterprise and the transportation cost of the cargo owner. It is the key factor that affects the transport demand and mode choice of the cargo owner, and also determines the competitiveness of the port. The establishment of container railway tariff level is not only an important content of railway transport economics, but also a key decision problem to be solved in the development of seaborne combined transport, which involves the formulation of subsidy policy between port and local government. In this context, this paper carries out a study of container rail transport pricing and sea-rail transport price subsidy level. First of all, through summing up the current situation of container railway transport development and freight rate regulation in China, this paper analyzes the problems existing in China's container railway transport pricing and sea rail transport subsidy policy. The paper points out the importance of determining the transport price of container railway and the subsidy level of sea rail combined transport. Secondly, it analyzes the change of container railway transport price and the influence of the subsidy level of sea rail transport on the choice of carrier transport chain. Aiming at the maximum profit of container railway operators and the port that implements the subsidy of sea rail transport, the pricing scheme and the decision model of subsidy level are constructed, and the solution method is designed based on heuristic algorithm. Third, The container owners of three provinces in Northeast China and eastern cities of Inner Mongolia were selected as the research objects, and RP questionnaire was designed. The model parameters were calibrated according to the statistical data formed by the survey results, and the relevant data were collected as input to solve the model. Finally, the paper summarizes the full text and puts forward the deficiency of the article. The results show that the container railway transport pricing and the sea rail transport subsidy are scientific and reasonable considering the change of container transport demand. The pricing scheme and subsidy level decision model proposed in this paper are feasible and effective. This paper can provide theoretical guidance for the decision makers of container railway tariff and sea-rail transport subsidy.
