京沪高铁对山东经济社会影响研究

【摘要】:铁路作为国民经济的大动脉,在经济社会发展中具有重要作用。作为交通运输业创造性的运输工具——高速铁路的成功运营,不仅能够有效的缓解客运压力,还会逐步改变我国交通运输格局,开启交通运输的新篇章。高速铁路的成功运营也会对沿线地区的经济发展产生深刻的影响。2011年6月30日,纵贯北京、天津、上海三大直辖市和冀鲁皖苏四省,连接环渤海和长江三角洲两大经济区的京沪高铁通车运行,标志着中国开始进入“高铁时代”。京沪高铁山东段全长358km,设有6个站点,它的开通运营拉近了山东与北京、上海的时空距离,有利于在山东省中西部形成一条纵向经济隆起带,为山东省经济社会全面协调发展带来机遇。 本文以交通经济带、增长极、点一轴开发等理论为基础,从区域产业结构、空间结构、贸易发展和区域政策等角度出发,归纳高速铁路对区域经济影响的机理。再从建设效应、就业增加、同城化、环境保护和虹吸效应的角度详细分析高速铁路对区域经济的影响效应;然后利用面板数据,定量分析京沪高铁对山东沿线区域经济水平的影响;借助Eviews软件对沿线各城市人均GDP的预测,建立旅行时间价值模型,分析京沪高铁对山东沿线城市产生的时间效应;以旅游业为例定量分析了京沪高铁对旅游业的影响来研究高铁对消费效应的影响。研究发现,京沪高铁的开通对沿线地区经济发展的影响不尽相同,大城市受高铁的短期影响比小城市要明显的多;沿线地区交通运输结构得到优化;旅游业发展迅速。高铁沿线逐渐形成一条交通经济带,为山东经济社会全面协调发展注入新动力。
[Abstract]:As the artery of national economy, railway plays an important role in economic and social development. As a creative transportation tool, the successful operation of high-speed railway can not only effectively relieve the pressure of passenger transport, but also gradually change the pattern of transportation in China and open a new chapter of transportation. The successful operation of the high-speed railway will also have a profound impact on the economic development of the areas along the route. On June 30, 2011, the three municipalities directly under the Central Government, Beijing, Tianjin and Shanghai, and the four provinces of Hebei, Shandong, Anhui and Jiangsu provinces, The opening of the Beijing-Shanghai high-speed rail link between the two major economic zones around the Bohai Sea and the Yangtze River Delta marks the beginning of a "high-speed rail era" for China. The Beijing-Shanghai high-speed railway Shandong section, which has a total length of 358km, has six stations. Its opening and operation has narrowed the space-time distance between Shandong and Beijing and Shanghai, which is conducive to the formation of a vertical economic uplift zone in the central and western parts of Shandong Province. Shandong Province for the comprehensive and coordinated economic and social development opportunities. Based on the theories of traffic economic belt, growth pole and point-one-axis development, this paper sums up the mechanism of the influence of high-speed railway on regional economy from the angles of regional industrial structure, spatial structure, trade development and regional policy. From the point of view of construction effect, employment increase, urbanization, environmental protection and siphon effect, the paper analyzes the impact effect of high-speed railway on regional economy in detail, and then uses panel data to analyze the impact of high-speed railway on regional economy. Quantitative analysis of the impact of Beijing-Shanghai high-speed rail on the regional economic level along Shandong Province, with the help of Eviews software to predict the per capita GDP of cities along the route, establish a travel time value model, analyze the time effect of Beijing-Shanghai high-speed rail on the cities along Shandong. Taking tourism as an example, this paper analyzes quantitatively the influence of Beijing-Shanghai high-speed rail on tourism industry to study the effect of high-speed rail on consumption. It is found that the opening of the Beijing-Shanghai high-speed railway has different effects on the economic development of the areas along the route. The short-term impact of high-speed rail on large cities is more obvious than that of small cities; the transportation structure of the areas along the line is optimized; and the tourism industry develops rapidly. A traffic economic belt is gradually formed along the high-speed railway, which injects new impetus into the overall coordinated development of Shandong economy and society.
