【摘要】："九一八"事变之后,日本咄咄逼人的侵略态势既使中国蒙受耻辱,也危及英国在远东的利益。为了维护共同利益,中英双方动用庚款退款兴筑粤汉铁路,为抗战前国民政府铁路运输网络的构建注入宝贵的资金。在庚款退款管理和使用的过程中,中英两国在坚持自身原则立场又尊重对方要求的前提下,共同设立专门机构并拟定严谨的款项使用条款,保证了工程质量,防止了贪腐,改善了中国的外债声誉。共建粤汉铁路,缓和了英国经济危机,抵制了日本对华侵略,更使中英双方形成了"紧密依赖"的关系。太平洋战争爆发之前,英国尽管没有公开武力干预日本侵华,但却在"中立"的旗号掩护之下支持"粤汉—广九"这一战时中国后勤命脉的运转,有力地支持了中国人民的抗日战争。
[Abstract]:After the September 18 incident, Japan's aggressive aggression not only humiliated China, but also endangered British interests in the far East. In order to safeguard the common interests, China and the United Kingdom used the rebates to build the Yueh-Han Railway, which injected valuable funds into the construction of the railway transportation network of the National Government before the War of Resistance against Japan. In the process of managing and using the GG refund, China and Britain, on the premise of adhering to their own principled stand and respecting the other's request, jointly set up specialized agencies and formulated strict terms for the use of funds, which ensured the quality of the project and prevented corruption. The construction of the Yueh-Han Railway alleviated the British economic crisis, resisted Japanese aggression against China, and formed a "close dependence" relationship between China and Britain. Before the outbreak of the Pacific War, although Britain did not publicly intervene in Japan's invasion of China by force, it supported the operation of China's logistical lifeline during the "Yueh-Han-Guangjiu" war under the banner of "neutrality."
