南宁市交通系统管理优化项目的范围与风险管理研究

【摘要】:交通是城市发展的命脉。高效的交通工程系统、科学的交通管理手段是保障城市交通“脉搏”健康、活力跳动的决定性条件。随着社会经济的高速增长,南宁市面对机动化交通迅猛增长、交通设施供需矛盾突出导致的交通拥挤、秩序混乱、事故频发等“城市病”问题,启动和开展南宁市交通系统管理优化项目,达到提高城市交通系统管理水平、改善城市交通通行环境的目的。由于交通系统结构组成复杂,作为项目业主要实现的目标也比较多,而且,凡是项目都会存在大大小小的各种风险,传统的项目管理经验已经难以满足有效对项目进行管理的需求。在这个背景下,从项目业主的角度,本文对南宁市交通系统管理优化项目的范围管理和风险管理进行系统、较为深入的应用研究。 本文在综合分析项目范围管理和风险管理国内外研究现状的基础上,运用项目管理中的工作分解结构、SWOT分析、头脑风暴法、层次分析法以及理论分析与实证分析等方法,结合南宁市交通系统管理优化项目的实例,通过项目范围定义、建立分解结构WBS图,从工作流程分解和功能分解两个角度对南宁市交通系统管理优化项目进行研究分析,并采用专家调查法、SWOT分析、头脑风暴法等风险分析方法,对项目可能存在的风险进行了识别和评估,根据风险分析结果对主要风险因素采取了相应的风险应对防范措施。从项目业主的角度,探索出了一套具有一定理论价值和实践借鉴的交通系统管理优化项目范围管理和风险管理的应用模式。
[Abstract]:Traffic is the lifeblood of urban development. Efficient traffic engineering system and scientific means of traffic management are the decisive conditions to ensure the "pulse" health and vitality of urban traffic. With the rapid growth of social economy, Nanning is confronted with the problems of "urban diseases", such as traffic congestion, disorder of order, frequent accidents and so on, which are caused by the rapid growth of motorized traffic and the prominent contradiction between the supply and demand of traffic facilities. In order to improve the management level of urban traffic system and improve the traffic environment, Nanning traffic system management optimization project was started and carried out. Because of the complex structure of the transportation system, there are many objectives to be achieved by the project owners, and there are various risks, large and small, in any project. Traditional project management experience has been difficult to meet the needs of effective project management. In this context, from the point of view of project owner, this paper makes a systematic study on the scope management and risk management of Nanning traffic system management optimization project. Based on the comprehensive analysis of the present situation of project scope management and risk management at home and abroad, this paper applies the methods of SWOT analysis, brainstorming method, analytic hierarchy process, theoretical analysis and empirical analysis in project management. Combined with the example of Nanning traffic system management optimization project, through the definition of project scope, the decomposition structure WBS diagram is established, and the research and analysis of Nanning traffic system management optimization project are carried out from the two angles of workflow decomposition and function decomposition. The risk analysis methods such as SWOT analysis and brainstorming method are used to identify and evaluate the possible risks of the project. According to the results of the risk analysis, the corresponding measures are taken to deal with the main risk factors. From the view of project owner, this paper explores a set of application models of traffic system management, which has certain theoretical value and practical reference, to optimize project scope management and risk management.
