我国航运业低碳绿色发展研究

【摘要】:航运业是国民经济的基础性产业,是关系国家安全和国民经济命脉的重要行业。改革开放以来,我国航运业迅速发展。作为交通运输行业的重要组成部分,航运业在节约能源、降低碳排放量方面有着巨大的潜力和发展空间。同时,发展低碳绿色的航运业也是低碳绿色交通运输业的必经之路。 目前我国航运产业并未建立一套完整的低碳绿色发展评价体系,如何全面、客观、科学地评价我国航运业低碳绿色发展的具体成效,是一个亟需解决的问题。本文根据我国航运业发展的客观情况,构建一套完善的低碳绿色航运业评价指标体系,并提出航运业节能减排的相关建议和措施,进而为我国航运业低碳绿色发展提供理论支持和实践指导。 本文在对国内外航运业节能减排的发展现状考察分析的基础上,对航运业低碳绿色发展与生态环境影响进行了分析,并对航运业低碳绿色发展内在机理进行了具体研究,按照我国节能减排的指导思想和要求,构建了基于AHP层次分析法和模糊综合评价法的我国航运业低碳绿色发展评价指标体系,并以某航线船舶为例,利用“驱动力-压力-状态-影响-响应”(DPSIR)模型进行了实证研究,通过实证分析,为相关的对策研究提供实践依据,提出了具有科学性、创新性、可操作性的航运业绿色发展对策,为未来我国航运业的低碳绿色化发展指明方向。
[Abstract]:Shipping industry is a basic industry of national economy and an important industry related to national security and national economic lifeblood. Since the reform and opening up, China's shipping industry has developed rapidly. As an important part of transportation industry, shipping industry has great potential and development space in saving energy and reducing carbon emissions. At the same time, the development of low-carbon green shipping industry is also the only way to low-carbon green transportation. At present, China's shipping industry has not established a complete evaluation system of low-carbon green development. How to comprehensively, objectively and scientifically evaluate the concrete results of low-carbon green development of China's shipping industry is a problem that needs to be solved. According to the objective situation of the development of China's shipping industry, this paper constructs a set of perfect evaluation index system of low-carbon green shipping industry, and puts forward relevant suggestions and measures for energy saving and emission reduction of shipping industry. Furthermore, it provides theoretical support and practical guidance for the development of low carbon green shipping industry in China. Based on the investigation and analysis of the development of energy saving and emission reduction in shipping industry at home and abroad, this paper analyzes the low carbon green development and ecological environment impact of shipping industry, and makes a concrete study on the inherent mechanism of low carbon green development in shipping industry. According to the guiding ideology and requirements of energy saving and emission reduction in China, the evaluation index system of low-carbon green development of China's shipping industry based on AHP analytic hierarchy process (AHP) and fuzzy comprehensive evaluation method is constructed, and a shipping route is taken as an example. This paper makes an empirical study by using the "drive-pressure-status-effect-response" model. Through the empirical analysis, it provides the practical basis for the relevant countermeasure research, and puts forward that it is scientific and innovative. The operational countermeasures of green development of shipping industry point out the direction of low-carbon green development of China's shipping industry in the future.
