西江内河航运发展中政府管理研究

【摘要】:内河航运是一个地区经济社会发展的优势资源和重要载体,是具有竞争力和可持续发展的体现。大力发展内河航运,打造西江黄金水道已经成为了广西近期的公共政策和发展战略。本论文把握住现阶段社会关注的重点,使理论研究建立在实践的基础上,有利于理论指导实践,又通过实践检验理论,对于深化内河航运发展研究和实现西江内河航运发展战略,都具有十分重要的意义。在公共管理的视野和角度下,内河航运具有混合公共物品特性,且物品特性是动态的、复杂的,内河航运还兼有极强的正外部性、区域性、资源稀缺性和天然垄断性的特点,在市场机制下,内河航运公共物品和服务无法有效供给。因此,政府的介入具有必要性和可能性,加强政府管理是西江内河航运发展战略中有效的途径和必由之路。西江内河航运建设中,存在着开发程度和整体运行效率不高,拥挤情况严重,供应规模和总量无法满足用户需求,以及建设资金匮乏等关键的问题。从现阶段看,政府作为内河航运的供应主体,在内河航运公共物品或服务的供给上,效率是低下的,或是失败的,主要根源在于:政府重视不够,政府部门间存在竞争,政府与物品生产企业之间“价值”取向不一致,行业法律层次较低和服务功能较弱,全社会和财政投入不足,财政资金渠道缺失等。在实施西江内河航运建设战略中,应按照政府主导、统筹协调发展、坚持社会公平公正、创新和优化相结合的基本思路。为了实现发展战略目标,本论文提出了对策和建议:打造政府主导下的发展模式,为内河航运发展提供基本的制度保障;着眼于改善运行的环境,提高运行效率,设立各利益主体共同参与下的内河航运综合治理运行机制;设立船闸统一运行和管理机制,对西江干线范围内的船闸实施统一管理;加大财政支撑力度,构建与市场相适应的财政投入机制;调整综合交通运输政策,赋予内河航运公平发展机会;共同实现水资源利用各方利益诉求,构建合作共赢的发展格局。
[Abstract]:Inland waterway shipping is the dominant resource and important carrier of a region's economic and social development, and it is the embodiment of competitive and sustainable development. Developing inland waterway and building Xijiang golden waterway have become Guangxi's recent public policy and development strategy. This paper grasps the focus of social attention at the present stage, makes the theoretical research on the basis of practice, is conducive to the guidance of theory and practice, and tests the theory through practice. It is of great significance to deepen the research of inland navigation and realize the development strategy of Xijiang inland navigation. From the perspective of public management, inland river shipping has the characteristics of mixed public goods, and the characteristics of goods are dynamic and complex. Inland river shipping also has the characteristics of strong positive externality, regional, resource scarcity and natural monopoly. Under the market mechanism, inland navigation public goods and services can not be effectively supplied. Therefore, it is necessary and possible for the government to intervene. Strengthening government management is an effective and necessary way in the development strategy of Xijiang River inland navigation. In the construction of Xijiang inland river shipping there are some key problems such as low development degree and overall running efficiency serious congestion scale and total quantity of supply can not meet the needs of users and lack of construction funds. At the present stage, the government, as the main supplier of inland shipping, is inefficient or failed in the supply of public goods or services for inland navigation. The main root is that the government does not attach enough importance to it, and there is competition among government departments. The orientation of "value" between the government and the goods producing enterprises is not consistent, the legal level of the industry is low and the service function is weak, the whole society and the financial investment are insufficient, the financial fund channel is lacking and so on. In carrying out the strategy of navigation construction of Xijiang River inland river, we should follow the basic thinking of government leading, coordinating development as a whole, insisting on the combination of social equity and justice, innovation and optimization. In order to realize the strategic goal of development, this paper puts forward some countermeasures and suggestions: to create a government-led development model, to provide the basic system guarantee for the development of inland water navigation, to improve the operating environment, and to improve the operational efficiency. To establish a comprehensive operation mechanism for inland river navigation with the participation of all interested parties; to set up a unified operation and management mechanism for shiplock, to implement unified management of locks within the scope of the Xijiang trunk line; and to increase financial support, It is necessary to construct a financial input mechanism suitable to the market; to adjust the comprehensive transportation policy to give the inland river shipping a fair development opportunity; to jointly realize the interests of all parties in the utilization of water resources; and to build a win-win development pattern of cooperation.
