农村交通基础设施项目评价方法研究

【摘要】:交通基础设施建设项目作为经济与社会发展的重要基础设施,在新中国成立后得到了迅速恢复和发展,特别在改革开放以后,随着社会主义市场经济体制的建立和完善,中国交通事业进入了快速、健康的发展轨道。“十二五”时期是我国全面建设小康社会的关键时期,是深化体制改革、加快转变经济发展方式的攻坚时期,也是加快推进现代交通运输业发展的重大战略机遇期。 在国家整体交通快速发展的推动下,农村交通基础设施项目的混乱状况得到了极大的改善。特别是东部发达地区,新建和改扩建了一大批交通基础设施,使以往存在的“脏、乱、差”等现象得到有效改善。随着国家对农村交通基础投资的持续加大,投资利用率低,没有科学、合理的建设方案等原因,造成国家资源浪费严重,同时为决策服务的项目评价一直参考城市交通项目,没有形成独有的评价体系。因此针对农村交通项目的评价研究越来越受到重视。 本文定位于评价方法的研究和改善,以支付意愿、消费者剩余及外部性理论为基础,根据农村交通项目的属性,构建更加完善且有针对性的评价指标。在财务评价中,通过分析现金流量,计算财务指标,,评价项目的盈利能力及偿债能力。在风险分析中,考虑风险因素发生变化的概率及其对项目的影响程度,评价项目承担风险的能力,并提出风险应对方案。 在国民经济评价中,分析计算可量化的效益和费用,选择效益费用法,计算评价指标值,评价建设项目的国民经济净贡献值。而针对社会效益进行的综合评价,主要分析不可量化的效益,从农村交通基础设施项目建设带来的五个社会影响入手,引入模糊综合评价法进行评价。本文在农村基础设施项目建设效益和费用的识别方面做出了改进,以便更好的服务于决策。
[Abstract]:As an important infrastructure for economic and social development, transportation infrastructure projects have been rapidly restored and developed since the founding of New China, especially after the reform and opening up, with the establishment and improvement of the socialist market economic system. China's transportation industry has entered a rapid and healthy development track. The "12th Five-Year Plan" period is the key period for building a well-off society in an all-round way, a critical period for deepening the system reform and speeding up the transformation of economic development mode, and also a major strategic opportunity period for speeding up the development of the modern transportation industry. Driven by the rapid development of national transportation, the chaos of rural transport infrastructure projects has been greatly improved. Especially in the developed areas in the east, a large number of traffic infrastructure has been built and expanded, which has effectively improved the "dirty, chaotic and poor" phenomena that existed in the past. With the continuous increase of the country's investment in rural transportation infrastructure, the low utilization rate of the investment, the lack of scientific and reasonable construction plan and other reasons, the national resources are wasted seriously. Meanwhile, the evaluation of the projects serving for the decision-making has been referring to the urban transportation projects. There is no unique evaluation system. Therefore, more and more attention has been paid to the evaluation of rural transportation projects. Based on the theory of willingness to pay, consumer surplus and externality, this paper focuses on the research and improvement of evaluation methods, and constructs a more perfect and targeted evaluation index according to the attributes of rural transportation projects. In the financial evaluation, by analyzing the cash flow, calculating the financial index, evaluating the profitability and solvency of the project. In the risk analysis, considering the probability of the change of the risk factors and its influence on the project, the ability of the project to bear the risk is evaluated, and the risk coping scheme is put forward. In the national economic evaluation, the quantifiable benefit and expense are analyzed and calculated, the benefit cost method is selected, the evaluation index value is calculated, and the national economic net contribution value of the construction project is evaluated. In view of the comprehensive evaluation of social benefits, this paper mainly analyzes the unquantifiable benefits, starting with the five social impacts brought by the construction of rural transportation infrastructure projects, and introducing the fuzzy comprehensive evaluation method to evaluate. In this paper, improvements are made in the identification of benefits and costs of rural infrastructure projects in order to better serve decision-making.
