PPP融资模式在城市轨道交通建设中的应用研究

【摘要】：作为现代社会公共交通的重要一环,城市轨道交通以其快速、便捷、安全、准时、运载量大等优势赢得了青睐。轨道交通的建设不但可以使得城市交通更为发达,人们出行更为便利化;而且对于城市长远发展意义重大,可以带动区域经济的发展。因而,政府对城市轨道交通的建设高度重视。交通是城市发展建设的重中之重,而轨道交通作为新型的公交形式,优势颇多,比如快速便捷、安全稳定等,可以很好地带动区域经济的发展。而在实际发展轨道交通的过程中,资金短缺是一大瓶颈问题。PPP模式是解决这一状况的有效手段。本文以A市的地铁建设PPP融资为案例,研究PPP融资模式在中国城市轨道交通建设中的应用。首先,阐述本文的写作背景、意义,然后界定本文所涉及的PPP融资的相关定义概念及主要理论,分析城市轨道交通PPP融资模式的运行机制;然后,以案例分析的形式对城市地铁PPP融资项目的管理机制、风险分担机制、利益分配机制等进行研究;最后,针对案例分析与经验借鉴阐述我国城市轨道交通PPP融资模式的应用难点与对策。通过本文的案例分析及结论,希望能够对未来中国城市轨道交通的建设及融资起到一定的参考作用。
[Abstract]:As an important part of public transportation in modern society, urban rail transit has won favor because of its advantages of speed, convenience, safety, punctuality and large transportation capacity. The construction of rail transit can not only make the urban traffic more developed, people travel more convenient, but also have great significance for the long-term development of the city, can promote the development of regional economy. Therefore, the government attaches great importance to the construction of urban rail transit. Traffic is the most important part of urban development and construction, and rail transit, as a new form of public transport, has many advantages, such as rapid, convenient, safe and stable, which can well promote the development of regional economy. In the process of actual development of rail transit, the shortage of funds is a major bottleneck problem. PPP model is an effective means to solve this situation. Taking the PPP financing of subway construction in A city as an example, this paper studies the application of PPP financing mode in the construction of urban rail transit in China. Firstly, the background and significance of this paper are expounded, then the definition and main theories of PPP financing are defined, and the operating mechanism of PPP financing mode of urban rail transit is analyzed. In the form of case study, the management mechanism, risk sharing mechanism, benefit distribution mechanism of urban subway PPP financing project are studied. Based on the case analysis and experience, this paper expounds the application difficulties and countermeasures of PPP financing mode of urban rail transit in China. Through the case analysis and conclusion of this paper, we hope to play a certain reference role in the construction and financing of China's urban rail transit in the future.
