北极航线通航对我国航运业的影响研究

【摘要】:北极航线是连接太平洋北部与大西洋北部的最短航线,但因地处北极,气候寒冷,一直无法全线通航。随着全球气候的变暖,北极冰层开始逐渐融化,经预测,北极航线在2050年左右便可实现全年通航。北极航线的开通对国际航运业甚至对全球的社会和经济都具有不可估量的潜在价值。 对中国航运业来说,现有的几条海运贸易航线大都面临着通航能力饱和、海盗威胁等诸方面的问题。而北极航线的开通将有效缓解这些传统海运航线的压力,保障船舶的安全通行。另外,中国已经成为世界第一贸易大国,对外贸易总额逐年增加,特别是与欧盟和北美的贸易往来逐渐增多。北极航线开通之后,将大大缩短中国同欧盟和北美等国的海运距离,降低了海运成本,而且有助于中国贸易格局的优化,促进国民经济的又好又快发展。因此,北极航线的开通对中国航运业乃至中国经济社会都具有积极且深远的影响。 本文在总结国内外研究成果的基础上,以北极航线的通航为前提,在产业相关理论的指导下,从产业组织、产业结构和产业布局的角度对我国航运业的发展特征进行了总结,详细阐述了航运业各个方面的发展现状,并结合北极航线的开通状况,以产业的角度深入分析了我国航运业在北极航线通航后所受的影响。由于航运业的覆盖范围和相关产业十分繁杂,本文选取了具有代表性的十个指标进行影响程度的分析。通过采用语言判断矩阵对所选取的指标进行综合评价,得到我国航运业各影响要素的权重,并根据数值大小对这些要素进行排序。排序结果显示,海运距离的缩短、海洋货物运输量和能源需求、航运物流平台的建设能力等方面所受的影响程度最大。最后根据本文的排序结果,有针对性地提出一些应对策略,这对我国航运业参与北极航线的开发与利用具有一定的参考价值。
[Abstract]:The Arctic route is the shortest route connecting the northern Pacific Ocean to the northern Atlantic Ocean, but because of its location in the Arctic and cold weather, it has been unable to operate all the way. As the global climate warms, Arctic ice begins to melt, and it is predicted that the Arctic route will be open for the whole year by 2050 or so. The opening of Arctic route has inestimable potential value to international shipping industry and even to global society and economy. For China's shipping industry, most of the existing maritime trade routes are facing many problems, such as navigation capacity saturation, piracy threat and so on. The opening of Arctic routes will effectively relieve the pressure of these traditional shipping routes and ensure the safe passage of ships. In addition, China has become the largest trading country in the world, and its foreign trade volume has increased year by year, especially with the European Union and North America. After the opening of the Arctic route, the distance between China and European Union and North America will be shortened greatly, the cost of shipping will be reduced, and it will be helpful to optimize China's trade pattern and promote the sound and rapid development of the national economy. Therefore, the opening of Arctic routes has a positive and far-reaching impact on China's shipping industry and even China's economy and society. On the basis of summarizing the domestic and foreign research results, this paper summarizes the characteristics of the development of China's shipping industry from the angles of industrial organization, industrial structure and industrial layout under the guidance of the theory of industry related to the navigation of the Arctic route. This paper expounds in detail the current situation of the development of various aspects of the shipping industry and analyzes the influence of China's shipping industry on the Arctic shipping route from the industrial point of view in the light of the opening situation of the Arctic route. Because the coverage of shipping industry and related industries are very complicated, ten representative indexes are selected to analyze the influence degree. Through the comprehensive evaluation of the selected indexes by using the linguistic judgment matrix, the weights of the factors affecting the shipping industry in China are obtained, and these factors are sorted according to the magnitude of the values. The results show that the shortening of sea transportation distance, the quantity of ocean cargo transportation and energy demand, and the construction capacity of shipping logistics platform are the most affected. Finally, according to the ranking results of this paper, some countermeasures are put forward, which have certain reference value for our shipping industry to participate in the development and utilization of Arctic routes.
