莱芜市公路建设对区域经济影响研究

【摘要】:交通运输系统是是一个国家或地区社会经济活动正常运行和发展的重要保障,是国民经济的命脉。交通基础设施的建设,除了创造直接价值以及通过乘数效应带来的影响外,还通过增强区域物资流动的能力,降低生产和交易成本,促进产业聚集和产业结构优化,提高生产效率,促进城乡经济均衡增长,提高区域的经济竞争力。公路系统作为交通基础设施的一部分,它在促进经济发展、提高人们的生活水平、推动社会进步和保障国防建设等方面有着不可忽视的作用。与其他运输方式相比,公路运输具有快捷灵活、覆盖面广的特点,正是这一特点让公路运输在各种运输方式中始终占据重要地位。公路设施的建设为公路运输提供了可能,并为经济的发展创造了条件。 山东作为中国沿海发达省份,交通运输比较发达,公路建设走在全国前列。莱芜市位于山东省中部,地处泰山东麓,在济南、淄博、泰安之间,面积2246.21平方公里,人口约130万,是一个年轻的小型城市。作为一个工业城市,莱芜以钢铁工业为核心的第二产业在经济结构中占了极为重要的地位。交通基础设施建设方面,由于紧邻省会城市济南和重要旅游城市泰安市,铁路线路建设受到影响,同时,区域内没有大河流经,不具备水路运输条件,公路成为莱芜最主要的交通运输方式,是经济发展的基础。因此,对莱芜市公路建设对经济影响的研究更有典型性,对于内陆城市,尤其是县域地区的交通建设对经济影响的研究更具有借鉴意义。 本文分为五个部分。第一部分为当前国内外交通设施对经济的影响的研究综述和引言,国内外理论的总结可以给后面的研究起到重要的参考作用,引言明确了本文的研究背景研究内容和研究方法;第二部分为第二章,梳理了研究中相关的理论,主要是两方面的理论,交通与经济的关系理论和区域发展理论。对于交通与经济的关系理论,分为了交通对经济的推动作用、交通建设不足对经济发展的制约作用和经济发展对交通建设的影响三方面。区域发展理论又区分了区域发展的平衡和不平衡理论以及区域发展的阶段理论。在第三章中,交代了莱芜市经济发展和公路建设的概况。第四章开始对莱芜市公路建设对区域经济的影响进行实证分析。采用回归分析的方法对公路建设对经济总量、区域贸易、经济结构的影响进行了分析;采用弹性分析的方法对公路建设与固定资产投资的关系进行了分析;采用做散点图、折线图的方法对公路建设与工业、钢铁行业、物流业、旅游业的关系进行了分析。第五章在此基础上进行了总结,总结分析了公路建设对经济增长的促进作用,根据得出的结论提出了相关的政策建议。 本文的建议如下:(1)拓宽公路建设资金来源,通过各种融资形式保证公路建设和保养的资金投入(2)推进莱芜公路路网的优化和升级(3)充分发挥济莱协作区对莱芜经济的推动作用,丰富交通运输形式(4)以莱芜市旅游资源整合为目标,构建旅游资源之间的旅游专线公路。
[Abstract]:Transportation system is an important guarantee for the normal operation and development of social and economic activities in a country or region. It is the lifeblood of the national economy. In addition to creating direct value and the influence of the multiplier effect, the construction of traffic infrastructure also reduces the production and transaction costs by enhancing the capacity of regional material flow and reducing the cost of production and transaction. Industrial agglomeration and industrial structure optimization, improve production efficiency, promote the balanced growth of urban and rural economy, and improve the economic competitiveness of the region. As part of the transportation infrastructure, the highway system has an unnegligible role in promoting economic development, improving people's living standards, promoting social progress and protecting national defense construction. Compared with the way of transportation, the highway transportation has the characteristics of fast and flexible and wide coverage. It is the characteristic that the highway transportation has always occupied an important position in various modes of transportation. The construction of the highway facilities provides the possibility for the highway transportation and creates conditions for the economic development.
Shandong, as a developed coastal province in China, has developed traffic and transportation, and road construction is in the forefront of the country. Laiwu is located in the middle of Shandong Province, located in the east of Taishan, in Ji'nan, Zibo, Tai'an, with an area of 2246.21 square kilometers and a population of about 1 million 300 thousand, a young and small city. As an industrial city, Laiwu is the core of the steel industry. The second industry of the heart occupies an extremely important position in the economic structure. As the construction of traffic infrastructure, the construction of railway lines is affected by the Ji'nan of the provincial capital city and the important tourist city Tai'an city. At the same time, there is no river flow in the region, and the conditions of water transportation are not available. The highway has become the most important way of transportation in Laiwu. It is the basis of economic development. Therefore, the research on the economic impact of Laiwu highway construction is more typical, and it is more useful for the study of the traffic construction in the inland cities, especially in the county area, on the economic impact.
This article is divided into five parts. The first part is the review and introduction of the current domestic and foreign transportation facilities' influence on the economy. The summary of the theories at home and abroad can play an important reference role in the later research. The introduction clarifies the content and methods of the research background, and the second part is the second chapter. The theory of "Guan" is mainly two aspects of theory, the relationship theory of traffic and economy and the theory of regional development. The theory of the relationship between traffic and economy is divided into three aspects: the driving effect of traffic to the economy, the restriction of traffic construction to the economic development and the influence of economic development on the construction of traffic. The balance and unbalanced theory of regional development and the stage theory of regional development. In the third chapter, the general situation of economic development and highway construction in Laiwu is explained. The fourth chapter begins with the empirical analysis of the impact of highway construction on the regional economy in Laiwu. The influence of economic structure is analyzed, and the relationship between highway construction and fixed assets investment is analyzed with the method of elastic analysis. The relationship between highway construction and industry, steel industry, logistics industry and tourism is analyzed by means of scatter plot and line diagram. The fifth chapters are summarized and summed up on this basis. This paper analyzes the promoting effect of highway construction on economic growth, and puts forward relevant policy recommendations based on the conclusions drawn.
The suggestions of this paper are as follows: (1) to broaden the capital source of highway construction, to ensure the capital investment of highway construction and maintenance through various financing forms (2) to promote the optimization and upgrading of the Laiwu highway network (3) to give full play to the impetus of the Chai cooperation area to the economy of Laiwu, and to enrich the form of transportation (4) for the integration of tourism resources in Laiwu as the goal, The construction of a special tourist route between tourism resources.
