供给侧改革背景下江西省通用航空业发展路径研究

【摘要】:从国际航空业的发展历程可以看出,通用航空的发展水平可以在某种程度上判断一个地域的经济和社会的综合发展水平。通用航空是一个国家现代的品牌标志,且齐备了新兴产业、交通运输、高级商务、安全保障等当代都市配套性能的元素和特征。通用航空的发展有助于加强江西省地方品牌效应;改善江西省营业投资境况;引进大量的投资性企业、金融机构、高科技革新企业为江西注入资金;并为社会公众提供更加快捷、人性及国际化的服务。并且,有助于改变经济发展形势,推动地区经济转变成集约型、科技密集型和知识密集型,推动通用航空有“先动优势”的产业聚集进步,并带动有关类似的高新企业、旅游业以及商业贸易产业的发展,产生巨大的经济和社会效益。江西省是我国通航产业发展的重要聚集地,其产业根基夯实、区位优势鲜明。在发展通用航空产业基地的基础上,大力开展通用航空制造、通用航空运营、通用航空教学、通用航空训练和通用航空金融等产业,构筑通航产业链条,不断提高产业发展的阶层与附加值,将极大的提高通用航空产业的经济效益,提升和拓展江西航空产业的发展态势,为在全国通航产业大市场中抢占机遇与平台。本文首先论述了通用航空的概念和特征,分析了通用航空对地区经济的影响和推动作用。在将我国与国外发达国家通用航空发展状况做了比较的基础上,概括了澳大利亚、美国和巴西等国的通航发展历程。其次,对本省通航企业与机场进行调研,梳理了我省通航制造、运营、作业的现状,通过层次分析法对我省11个地级市通航需求进行预测,推断出各城市对通航需求的强弱。依照中国民用航空局空中交通管理局江西分局提供的有关材料,将江西省空域做了全面的剖析。运用数据对本省通航机场的供给与分担率进行聚类分析,对预建的8座通航机场与23座样本机场进行快速聚类,得每一类机场的分担率,即对江西省8座预建机场的分担率做。最后,在以上定量、定性的分析基础上,得出适合我省各地区发展的通航的项目与产品,提出了江西省通航的发展路径,完善通航供给与保障。
[Abstract]:It can be seen from the development of international aviation industry that the development level of general aviation can judge the comprehensive development level of economy and society of a region to some extent. General Aviation is a modern brand symbol of a country, and has the elements and characteristics of modern urban supporting performance such as emerging industries, transportation, advanced business, safety and security. The development of General Aviation helps to strengthen the local brand effect in Jiangxi Province, improve the operating and investment situation of Jiangxi Province, introduce a large number of investment enterprises, financial institutions and high-tech innovation enterprises to inject funds into Jiangxi Province; And for the public to provide faster, more humane and international services. Moreover, it will help to change the situation of economic development, promote the transformation of regional economies into intensive, technology-intensive and knowledge-intensive, promote the agglomeration and progress of industries with "first-mover advantages" for General Aviation, and promote similar high-tech enterprises. The development of tourism and commercial trade industry has produced enormous economic and social benefits. Jiangxi Province is an important gathering place for the development of navigation industry in China. On the basis of the development of the general aviation industry base, we will vigorously develop industries such as general aviation manufacturing, general aviation operations, general aviation teaching, general aviation training and general aviation finance, and build a chain of navigation industries. Continuously improving the stratum and added value of industry development will greatly improve the economic benefit of general aviation industry, promote and expand the development situation of Jiangxi aviation industry, so as to seize the opportunity and platform in the large market of national navigation industry. This paper first discusses the concept and characteristics of General Aviation, and analyzes the influence and promotion of General Aviation on regional economy. Based on the comparison of general aviation development between China and developed countries, this paper summarizes the development of general aviation in Australia, the United States and Brazil. Secondly, the author investigates the navigation enterprises and airports in our province, combs the current situation of the shipping manufacturing, operation and operation in our province, forecasts the navigation demand of 11 prefecture-level cities in our province through the Analytic hierarchy process (AHP), and deduces the strength and weakness of the navigation demand in each city. According to the relevant materials provided by Jiangxi Branch of Air Traffic Administration of China Civil Aviation Administration, the airspace of Jiangxi Province is analyzed comprehensively. By using the data to cluster the supply and share rate of the provincial navigable airports, we cluster the 8 airfields and 23 sample airports, and get the sharing rate of each kind of airports, that is, the share rate of the 8 pre-built airports in Jiangxi Province. Finally, on the basis of the above quantitative and qualitative analysis, the navigable projects and products suitable for the development of various regions in our province are obtained, and the development path of navigation in Jiangxi Province is put forward to improve the supply and security of navigation.
