县域城乡道路客运一体化运营机制选择与实证研究

【摘要】:在我国农村人口数量多且居住分散,加上县域城乡二元结构发展政策的影响,大多数农村的经济发展较为缓慢,农村客运交通也处于落后状态。随着城镇化水平的不断提高和农村道路条件的不断完善,县域城乡、乡镇之间的日常交往也日益频繁,城乡居民的出行需求无论在数量和质量上都有了很大的提高,,城乡道路客运体系已不适应当前县域城乡居民的出行要求,并在一定程度上制约了县域城乡居民的交流和县域城乡经济的协调发展。同时,公共服务均等化也是我国未来社会发展的基本国策。如何统筹县域城乡客运协调发展,建设统一、高效、竞争、有序的县域城乡客运体系,已成为当前客运发展的重要课题。因此,为了更好的为县域城乡居民的出行提供方便,发展县域城乡道路客运一体化,实现县域城乡客运资源的有效利用,使得各种运输方式之间能够有效衔接,对新形势下我国县域道路客运发展展开研究很有必要。而县域城乡客运一体化的运营机制是其实施成败的根本。 鉴于此,本文采用实证研究与理论分析结合的方法,从城乡道路客运一体化的内涵和构成要素、理论基础内容、特点等方面入手,探讨了我国发展县域城乡道路客运一体化的基本思路与发展模式,进一步明确了县域城乡客运一体化运营机制的运行环境。最后对论文的理论研究进行了实证分析,结合客运实际情况对统筹发展某县域城乡客运一体化的方案、措施及运营机制进行了探索。研究结论对我国县域城乡道路客运一体化发展具有现实指导意义。
[Abstract]:In our country, the rural population is large and the residence is scattered, in addition to the influence of the policy of urban-rural dual structure development in county area, the economic development of most rural areas is relatively slow, and the rural passenger transport is also in a backward state. With the continuous improvement of urbanization level and the continuous improvement of rural road conditions, the daily communication between urban and rural counties and towns is increasingly frequent, and the travel needs of urban and rural residents have been greatly improved in terms of both quantity and quality. The urban and rural road passenger transport system has not been adapted to the current travel requirements of the county urban and rural residents, and to a certain extent has restricted the communication between the county urban and rural residents and the coordinated development of the county urban-rural economy. At the same time, the equalization of public service is also the basic national policy of our country's future social development. How to coordinate the coordinated development of urban and rural passenger transport and build a unified, efficient, competitive, orderly county urban and rural passenger transport system has become an important issue in the current development of passenger transport. Therefore, in order to better provide convenience for the travel of urban and rural residents, develop the integration of urban and rural road passenger transport, realize the effective use of urban and rural passenger transport resources, so that all kinds of transport modes can effectively link up. It is necessary to carry out research on the development of passenger transport on county roads in our country under the new situation. The operation mechanism of county-level urban-rural passenger transport integration is the basis of its success or failure. In view of this, this paper adopts the method of combining empirical research with theoretical analysis, starting with the connotation and constituent elements of urban and rural road passenger transport integration, theoretical foundation content, characteristics and so on. This paper probes into the basic idea and development mode of developing the integration of urban and rural road passenger transport in our country, and further clarifies the operating environment of the operation mechanism of the integration of urban and rural passenger transport in the county area. Finally, the paper makes an empirical analysis of the theoretical research, and explores the scheme, measures and operation mechanism of the overall development of urban and rural passenger transport integration in a county in combination with the actual situation of passenger transport. The conclusion is of practical significance for the development of urban and rural road passenger transport integration in China.
