【摘要】:本文针对吉林省航道行政执法力量配置情况进行了调研和适应性评价,分析了航道管理面临的困难和存在的问题,进行了吉林省航道行政执法力量的配置研究,给出了当前急需的航道行政执法力量的配置标准,并依据吉林省水运发展规划,给出了2030年吉林省航道行政执法力量配置规划。当前,我国内河航道里程已达到13万公里,水运以航道作为载体,在我国贸易交流中发挥着重要的作用,虽然近年来社会货运总量中水运占比有了较大的提高,但与航运发达国家相比,我国航道的利用率较低。相比之下,我国航道行政执法当前具有规划不完善,航道等级较低,以及违规建设拦、跨、临航道建筑和在航道内违规采砂随意取土等行为造成重要通航航道碍航、断航等严重问题。加大我国航道行政执法力度很有必要,自2015年3月1日起,《航道法》正式颁布实施,标志着我国航道行政执法的重要性已经得到了国家领导人和人民的重视。航道作为一个水运基础设施,在公共产品范畴内。航道行政执法作为保障航道畅通的必要手段,其执法力量的配置就直接影响着航道通航保证率。航道行政执法力量配置的科学化、规范化、合理化,是保证航道行政执法力度和效率的先决条件。所以,针对吉林省航道行政执法力量配置进行配置研究并做出科学规划是非常必要的。本文应用了模糊数学综合评价法对第二松花江、鸭绿江、图们江航道进行了航道行政执法力量配置研究,以问卷的形式得到了专家的意见和评分,应用模糊数学综合评价理论得到了更加直观的评价结果。文中还应用到遗传算法配置理论对吉林省各段航道所需执法人员、执法船舶、执法车辆、配套设施的等进行了完善,对应吉林省水运发展规划进行了航道行政执法力量配置规划研究。
[Abstract]:This paper has carried on the investigation and the adaptability appraisal to the Jilin Province waterway administration law enforcement power disposition, has analyzed the waterway management difficulty and the existence question, has carried on the Jilin Province waterway administration law enforcement power disposition research, This paper gives the allocation standard of the current badly needed waterway administrative law enforcement force, and according to the water transportation development plan of Jilin Province, gives out the allocation plan of Jilin Province waterway administrative law enforcement force in 2030. At present, the mileage of inland waterway in our country has reached 130000 kilometers. Waterway is the carrier of waterway, which plays an important role in our country's trade exchange, although in recent years, the proportion of water transportation in the total amount of social freight has been greatly increased. However, compared with developed shipping countries, the utilization rate of waterway in our country is low. In contrast, at present, China's waterway administrative law enforcement has the following behaviors: imperfect planning, low waterway grade, illegal construction, crossing, construction of adjacent waterways and illegal sand mining in the waterway, and so on, resulting in important navigable waterways obstructing navigation. Serious problems such as seagoing. It is necessary to strengthen the enforcement of waterway administration in our country. Since March 1, 2015, the Waterway Law has been promulgated and implemented formally, which indicates that the importance of waterway administrative law enforcement in our country has been attached importance to by national leaders and people. Waterway as a waterway transport infrastructure, within the scope of public goods. As a necessary means to guarantee the smooth flow of waterway, the allocation of law enforcement forces directly affects the guarantee rate of navigation. Scientific, standardized and rational allocation of waterway administrative law enforcement force is the prerequisite to ensure waterway administrative law enforcement strength and efficiency. Therefore, it is very necessary to study the allocation and scientific planning of Jilin Province waterway administrative law enforcement force allocation. In this paper, the comprehensive evaluation method of fuzzy mathematics is used to study the allocation of the channel administrative law enforcement force in the second Songhua River, Yalu River and Tumen River waterway, and the expert opinions and scores are obtained in the form of questionnaire. The comprehensive evaluation theory of fuzzy mathematics is applied to obtain more intuitionistic evaluation results. The paper also applies the genetic algorithm configuration theory to perfect the law enforcement personnel, law enforcement ships, law enforcement vehicles, supporting facilities and so on in every section of the waterway of Jilin Province. Corresponding to Jilin Province waterway development plan, the allocation planning of waterway administrative law enforcement force is carried out.
