湘桂铁路南宁枢纽工程成本控制研究

【摘要】：大中型建设项目在实际操作过程中,成本容易失去控制。在铁路建设行业,高昂的铁路工程建设成本一直饱受外界质疑,特别是最近国家审计署审计出来的多起铁路工程建设违法违规事件,更是将铁路工程建设推到了风口浪尖上。面对如此规模庞大却又问题不断的铁路工程建设,解决好成本控制问题,关系到铁路工程建设的质量和往后铁路建设事业的健康发展。出现这种情况的主要原因,笔者认为与长期以来我国在铁路建设的成本控制方面只关注成本目标自身的管理,忽视成本目标管理与其他目标管理的相互关系有关。事实上,不只是人工、材料、机械管理不力造成成本增加,质量管理水平不高、安全管理没有有效落实、工期目标没有得到有效管理、环境破坏、技术落后同样是造成成本控制失控的主要原因。成本、质量、安全、工期、环境保护、技术创新是大规模铁路建设的六大管理要素,各要素之间相互联系、相互制约、同时又相互促进,只关注成本目标自身的管理,忽视成本与其他要素之间的内在联系,必然会使工程建设问题层出不穷,工程成本难以控制。本论文从成本控制理论出发,结合湘桂铁路南宁枢纽工程特点,分析了湘桂铁路南宁枢纽工程成本控制存在的问题,即人工、材料、机械管理不力、质量管理水平不高、安全管理没有有效落实、工期目标没有得到有效管理、环境破坏、技术落后造成的成本控制失控,并对其成因进行分析。为能对湘桂铁路南宁枢纽工程成本进行有效地控制,笔者结合“六位一体”管理机制,从成本、质量、安全、工期、环境保护、技术创新几个角度出发,建立了对成本、质量、安全、工期、环境保护、技术创新的管理考核措施,并通过对考核结果的有机整合和分析,很好地解决了湘桂铁路南宁枢纽工程成本控制存在的问题,有效地控制了该工程的建设成本。
[Abstract]:Large and medium-sized construction projects in the actual operation process, the cost is easy to lose control. In the railway construction industry, the high cost of railway construction has been questioned by the outside world, especially in the recent audits by the National Audit Office of many violations and regulations of railway construction, which has pushed railway construction to the forefront of the storm. In the face of such a large but unceasing problem of railway construction, solving the problem of cost control is related to the quality of railway construction and the healthy development of railway construction in the future. The author thinks that the main reason for this situation is that the cost control of railway construction in our country has long been concerned only with the management of cost target itself, and the relationship between cost objective management and other objective management is neglected. In fact, it is not only the poor management of labor, materials and machinery that results in an increase in cost, the level of quality management is not high, the safety management has not been effectively implemented, the target for the construction period has not been effectively managed, and the environment has been damaged. Technical backwardness is also the main reason that cost control is out of control. Cost, quality, safety, time limit, environmental protection and technological innovation are the six management elements of large-scale railway construction. Neglecting the internal relationship between cost and other elements will inevitably make engineering construction problems emerge in endlessly and project cost is difficult to control. Based on the theory of cost control and combined with the characteristics of Hunan-Guangxi railway Nanning hub project, this paper analyzes the problems existing in the cost control of Hunan-Guangxi railway Nanning hub project, that is, labor, materials, mechanical management and quality management are not high The safety management is not carried out effectively, the target of the construction period is not managed effectively, the environment is destroyed, and the cost control caused by the backward technology is out of control, and the causes of the cost control are analyzed. In order to effectively control the cost of the Nanning Hub Project of Hunan and Guangxi Railway, the author, in combination with the "six in one" management mechanism, sets up the cost and quality from the aspects of cost, quality, safety, time limit, environmental protection and technological innovation. Safety, construction period, environmental protection, technological innovation management and assessment measures, and through the organic integration and analysis of the assessment results, the problems of cost control of Hunan-Guangxi railway Nanning hub project are well solved. The construction cost of the project is effectively controlled.
