江阴铁路物流中心的发展战略初探

【摘要】:垄断是我国铁路的最大特色,也是发展的最大障碍,随着国家大部制改革的推进,长期以来铁路政企不分的垄断格局即将被打破,给众多路外①企业进军铁路物流市场带来了契机,而一直遵循计划经济时代作业方式的铁路物流行业,即将迎来新的发展高峰。 苏铁物流公司发展江阴铁路物流中心承载着巨大的使命,有压力也有动力。江苏省是国家铁路改革“先行先试”的试点省份,苏铁物流公司母公司在十二五规划中已经明确铁路运输业务“立足神华、回归江苏”的战略目标,然而却始终找不到发展切入点,择改造新长铁路沿线货运站江阴站为现代化物流中心,不仅可以减少投资,而且运作规模适中,风险较小,作为进军铁路物流的切入点非常合适。目前国内铁路物流中心大多由铁道部下属企业垄断运营,而苏铁物流公司是地方铁路公司下属企业,没有垄断资源,且发展资金和经验有限,面对完全市场化的竞争,面临的考验和投资风险也是巨大的。 本文在国内外学者研究的基础上,运用定性和定量的研究方法,综合运用物流规划与管理、会计学、财务管理学、市场营销学、战略管理等学科知识,从铁路物流中心的基本概念和发展现状谈起,对发展铁路物流中心的几个核心要素进行了严谨细致的理论分析,结合江阴铁路物流公司的投资运营主体---苏铁物流公司的优劣势分析,提出了江阴铁路物流中心发展的总体战略目标及发展愿景,对江阴铁路物流中心的功能进行了定位,提出了发展战略及发展重点;分两个阶段进行了战略实施,提出了战略实施的对策;制定了保障战略执行的控制及评价体系,形成了一整套的江阴铁路物流中心的发展战略。 实践出真知,本文结合江阴铁路物流中心规划,在研究内容和方向上大胆尝试,勇于创新,在一定高度上制定了江阴铁路物流中心的发展战略,总结了影响战略实施的诸多因素,制定了明晰的发展阶段与发展对策,建立了战略实施评价体系,制定了保障战略实施的措施,具有很强实际指导意义。
[Abstract]:Monopoly is the biggest characteristic of railway in China, and it is also the biggest obstacle to development. With the promotion of the reform of the national major system, the monopoly pattern of railway government and enterprise will be broken for a long time. It has brought opportunities for many enterprises to march into the railway logistics market, and has always followed the railway logistics industry which plans to plan economic times. There will be a new peak of development.
The development of the Jiangyin railway logistics center by the cycad logistics company is carrying a huge mission, with pressure and power. Jiangsu province is the pilot province of the national railway reform "first trial". The mother company of the cycad logistics company has clearly defined the strategic objectives of the railway transportation business "based on God China and returning to Jiangsu" in the 12th Five-Year planning. We can not find the breakthrough point, and the Jiangyin station of the freight station along the new long railway is a modern logistics center. It can not only reduce the investment, but also the operation scale is moderate and the risk is small. As a breakthrough point to enter the railway logistics, the domestic railway logistics center is mostly monopolized by the subordinate enterprises of the Ministry of Railways and the logistics public of the railway. As a subordinate enterprise of the local railway company, the company has no monopoly resources, and has limited development funds and experience. In the face of complete market competition, the test and investment risk are also huge.
On the basis of the domestic and foreign scholars' research, this paper uses the qualitative and quantitative research methods, comprehensively applying the knowledge of logistics planning and management, accounting, financial management, marketing, strategic management and so on. It talks about the basic concepts and development status of the railway logistics center, and carries out several core elements for the development of the railway logistics center. The rigorous and meticulous theoretical analysis, combined with the investment and operation main body of Jiangyin railway logistics company - the superior and inferior analysis of the cycad logistics company, put forward the overall strategic target and the development vision of the development of the Jiangyin railway logistics center, positioning the function of the Jiangyin railway logistics center, and put forward the development strategy and the development focus; it is divided into two stages. The section carried out the strategic implementation, put forward the strategy implementation countermeasures, formulated the control and evaluation system for the implementation of the safeguard strategy, and formed a complete set of development strategy of the Jiangyin railway logistics center.
In accordance with the real knowledge of the Jiangyin railway logistics center, this paper attempts to make bold attempts and innovation in the research content and direction. At a certain height, it has formulated the development strategy of the Jiangyin railway logistics center, summed up many factors affecting the implementation of the strategy, formulated a clear development stage and development countermeasures, and established a strategic implementation evaluation body. The Department has formulated measures to ensure the implementation of the strategy, which is of great practical guiding significance.
